ARMM gov orders establishment of libraries in LGUs

Cotabato City (25 October) -- ARMM Governor Datu Zaldy Uy Ampatuan issued Memorandum No. 256, Series of 2007, mandating provincial, city and municipal officials to establish libraries in their respective government unit as well as for barangay officials to put up a barangay reading center in their area.

The memorandum is in compliance with Republic Act No. 7743 otherwise known as an "Act providing for the establishment of Congressional, City and Municipal Libraries and Barangay Reading Center throughout the Philippines, appropriating the necessary funds therefore and for other purposes."

It states that "the national policy aims to promote the moral and intellectual well-being of the people, elevate the literacy level of very Filipino to the end, that illiteracy will be eradicated and recognized the vital role of knowledge and information in nation-building."

"I'm calling on all local government officials in the region to do what's necessary to implement this endeavor. This would really have considerable impact on our campaign to improve literacy rate in the region," Governor Ampatuan said.

Every Congressional District, City Municipality and Barangay are directed under the republic act to provide for a regular annual library appropriation to be drawn from their local income, which shall then be allocated based on the budget estimates proposed by the head librarian on annual basis.

Further, the library or reading center should have a separate building or room of adequate size, sufficient number of chairs, reading tables, bookshelves and other equipment. It should also conform to the standards of a professional library with up-to-date number of books, serials, periodicals, newspapers and other library materials.

The national library shall provide the standard set of reference books and other reading materials taking into consideration the immediate needs of the community. (bpi-armm/PIA 12) [top]
