DSWD 6 girds for adoption consciousness week celebration
by T. Villavert
Iloilo City (6 February) -- The Department of Social Welfare and Development in Western Visayas (DSWD 6) will strengthen its advocacy on legal adoption during the week-long observance of "Adoption Consciousness week" together with the government and non-government organizations, prospective adoptive parents and child-caring institutions on February 16-22, 2009.
This was disclosed by Ms. Haydee C. Canilla, Focal Person on Children of the DSWD 6 during the recent PIA-Cable Television program.
The event is by virtue of Presidential Proclamation No. 72 dated February 1999. The activity aims to call public attention regarding the plight of orphaned, abandoned or neglected Filipino children in need of alternative wholesome family environment.
This year's observance is focused on the theme "Legal Adoption Pagmamahal sa Batang Pinoy".
Adoption is a socio-legal process of giving a permanent family to a child whose parents have voluntarily given up their parental rights.
Ms. Canilla disclosed during the PIA-Cable TV program that any Filipino citizen or alien residing in the Philippines may adopt if he/she is of legal age; at least 16 years old than the adoptee, except when the adopter is the biological parent or sibling of adoptee or the spouse of adoptee's parent; has the capacity to act and assume all the rights and duties incident to the exercise of parental authority; is of good moral character and has not been convicted of any crime involving moral turpitude; is in position to support, educate and care for his/her legitimate and illegitimate children and the child to be adopted; and has undergone pre-adoption services required by the Act.
Prospective adoptive parents are required to attend an Adoption Forum to understand the adoption process. Queries about the adoption process, documents required and other adoption-related issues are addressed in the forum. Attendance to the adoption forum is one of the preliminary requirements prior to filing an adoption application, Canilla said. (PIA 6) [top]
