Cabugao town wins first "Kasiglatan Award" of Ilocos Sur

Vigan City (February 11) -- A newly-classified first class town of Ilocos Sur bagged the "Kasiglatan Award" during the first search of the SIGLAT award for a period of 2008.

Cabugao town, a multi – awarded municipality in the provincial, regional and national level, bested the 32 towns and 2 cities of the province in the competition after its barangays garnered 4 major awards, 6 minor awards and one individual awards.

Mayor Deocaesar S. Suero received a One Hundred Fifty Thousand Pesos (P150, 000.00) cash prize and a trophy from Ilocos Sur Governor Deogracias Victor "DV" B. Savellano during the culmination of the 2nd Kannawidan Ylocos Festival held last Wednesday at provincial capitol. The town's barangays that won the 4 major awards received P50,000. 00 cash prize each, P30, 000.00 each for the 6 minor awards and P10, 000.00 cash prize for an individual award.

Of the 11 major barangay awards, Cabugao town won four such as best in coastal resource management, best in fish production, best innovative practice and most child-friendly barangay.

The six minor awards that the town won were best in barangay herbary, best in gender and development, best implementor of PWD, best in tourism promotion, outstanding sangguniang kabataan and best in fiscal management; and the individual award, the town got the outstanding punong barangay award of the province.

The other over-all winners were the following: Tugudin town - first runner – up with 2 major awards, 3 minor awards and 1 individual award and had P100, 000.00 cashe prize; Candon City – 2nd runner – up after got 3 major awards, 1 minor award and 1 individual award with P75, 000.00 cash prize; and Vigan City and G. Del Pilar shared the third runner–up with P25,000.00 cash prize each.

According to Governor Savellano, a total of 42 major, minor and individual awards were at stake for 768 barangays in the province for the first year of implementation of search for SIGLAT award.

The search for SIGLAT awardees was initiated and launched by Governor Savellano in 2008 and the awarding was set during the celebration of the Kannawidan Ylocos Festival - a provincewide celebration on the foundation of Ilocos Sur as a province on February 2, 1818.

"The SIGLAT award is a barangay – based search aim to trigger community progress and development," Savellano said.

"The SIGLAT program, an acronym means Salisal Iladawan Gaget ti Lumugar, Agsaknap ti Timpuyog, is a development strategy of the provincial government to encourage wider participation of all sectors at the barangays in engaging innovative, productive and healthful activities that will result to self- sufficiency and economic growth," he added.
