Borongan, E. Samar (11 February) -- The poor cannot wait.
Thus said former President Fidel V. Ramos when he launched the Comprehensive Agrarian Reform Communities.
Similarly, some Lolos and Lolas of barangay Dinigpian of Dolores town have sought the media to have their appeal heard: they claim that for months now they have not received the P500.00 benefit which was pronounced by President Gloria Macapagal-Arroyo as proceeds of the "Katas ng Value Added Tax (VAT).
Airing for the side of the Municipal Social Welfare and Development Office (MSWD), Municipal Social Welfare and Development Officer (MSWDO) Paz Caratay stressed that while it is true that some 70-year old grandmothers and grandfathers will receive the P500.00, it is just a one-time deal.
"Dire it kada bulan tatagan hira, makakausa la it", (It is not that they will be given monthly the P500.00, only once will they have it) Caratay said, adding that their wait will not take any longer because she already had gone personally to the Regional Office of the DSWD in Tacloban City to follow up the said request. She said that as seen in the Cash Assistance Payroll (CAP), Dolores will follow next to Llorente and Hernani towns. She however, reminded the elder citizens that not all of them listed can claim the "Katas ng VAT" P500.00 assistance because, together with the barangay chairmen, they will validate the listed names according to the criteria set forth.
DSWD have the following criteria for the "Katas ng VAT" recepients:
- She/He must be 70 year old and above.
- She/He must not be a pensioner.
- She/He must not have a child who is an OFW
Caratay said that there is a total of 200 old folks who had their names listed for the Katas ng VAT P500.00 (PIA-Eastern Samar) [top]
