JICA assesses MIGEDC transport, traffic project

Iloilo City (12 February) -- The Japan International Cooperation Agency (JICA) Evaluation Team is here on a Midterm Assessment of the Multi-Stakeholder Transport Planning and Traffic Management Improvement Project for Metro Iloilo-Guimaras.

The evaluation started February 5 and will end February 25 to assess the impact of the MIGEDC-JICA project for sustainability of a transport planning and traffic management through collaborative efforts of both the public and private sectors.

The project is a grant from JICA to MIGEDC for the transport and Traffic Management Sector.

The MIGEDC-JICA Project seeks to capacitate the Local government Technical Working Groups (TWGs) through series of technical seminar-workshops and on-the-job trainings and social experimentation so that they will be able to formulate their respective transport and traffic management plan.

In a press release, the JICA MTMI-MIG Project team said they have also conducted two social experiments to provide on-the-job training exposure to the TWGs, namely, the Exclusive Left Turn Lane at the Molo Intersection and the On-the-Road Parking Study.

The Project Team said the mid-term assessment will determine the degree of accomplishment based on the Project Design matrix and the Plan of Operation and analyze the problems encountered.

The JICA evaluation team will also review the relevance, effectiveness, efficiency, impact and sustainability of the project and prepare a mid-term review report as a result of mutual understanding.

Ms. Lorenza Padojinog, member of the Project Team said the evaluation will include a one-on-one interview with TWG members from the towns of Pavia, Sta. Barbara, Leganes, Oton, San Miguel, and the province of Guimaras.

The Evaluation Team is composed of Mr. Kenzo Iwkami, team leader and Senior Representative, JICA Philippines; Mr. Hozumi Katsuta, sub-leader for Traffic Management and Senior Advisor JICA Headquarters; Ms. Miho Sakuma, consultant; Mr. Nick Baoy, Asst. consultant for Traffic Management; and, Ms. Kumiko Kasai, Project Formulation Advisor, JICA-Philippines.
