Besao strengthens efforts on environmental protection

Besao, Mt. Province (14 February) -- To protect and preserve its forest and mountains from further destruction and for a sustainable and wholesome environment worthy for its next generation to inherit, the Sangguniang Bayan of Besao enacted an ordinance prohibiting the collection and transporting of any forest product from its forests and mountains without securing permit from the municipal government.

Pine trees, pine cones, pine woods, wild flowers, wild fruits, ornamental plants, medicinal plants are abundant in the municipal forests and mountains and these are being collected and transported to other places for sale.

Under this ordinance, it penalizes any person found violating the provisions with a fine of not more than P2,500.00 or imprisonment of one month or both upon conviction by proper authorities concerned and confiscation of any forest product in his hand.

The same penalty is charge to a driver of any transport vehicle found loaded with forest products without the necessary permit from the local government unit.

All fines imposed by this ordinance shall be paid to the municipal treasurer under a corresponding receipt.

All barangay officials, barangay tanods, municipal officials, municipal police force, Philippine Army detailed in the municipality are authorized to check and arrest all violators and report the same to authorities.

In another news, in support to RA 9003 known as the Ecological Solid Waste Management Act of 2000 which calls for the proper segregation and disposal of waste, the Sangguniang Bayan here enacted an ordinance known as Domestic Animal Waste Management of the Municipality of Besao.

Most of the households here are engaged in backyard swine and chicken raising, and their wastes if properly managed could be a source of organic fertilizer, able to support organic vegetable production and support nutrition promotion programs of the government.

To promote the use of organic animal dung in backyard vegetable gardening, the ordinance requires all backyard swine raisers in this municipality to construct compost pit "lomengan" in their backyards.

The ordinance provides that any household without compost pit while raising swine shall not be granted with dispersal programs and any livelihood programs from the municipal government unless cleared by the Punong Barangay.

The ordinance designates the Office of the Municipal Agriculturist to assist, educate and encourage all households to adopt the required technology on animal raising and animal waste disposal; the Municipal Health Office to look into the family health and sanitation relative to backyard animal waste disposal and management; and the local officials specially the barangay officials, Barangay Health Workers and Municipal Nutrition Council who are tasked to implement the provisions of the ordinance and to report any violations.
