PGMA directs cabinet heads to act as emergency work programs stewards

Manila (17 February) -- The generation of employment and livelihood opportunities for targeted income groups is the country's best preparation in thwarting the problems brought about by the global credit crunch.
Thus, President Gloria Macapagal-Arroyo has directed all the members of her cabinet to draw up and prepare emergency work programs and livelihood projects which are easy to do and fund for the intended beneficiaries in the middle class, middle low-income class and the poorest of the poor.
For this purpose, the President issued Memorandum Circular No. 168 directing the cabinet to implement pro-poor programs in all regions and for them to effectively monitor their delivery and implementation, in close coordination with the local government units and non-government organizations, Executive Secretary Eduardo Ermita said.
Hence, all departments and national agencies are directed to mobilize all their remaining resources, including contingency funds, to finance the pro-poor livelihood and job programs taking into consideration the economic and social environment of each region.
Meanwhile, to ensure efficiency in the execution of the programs, the following cabinet members have been designated program stewards: Romulo L. Neri, Social Security System (SSS), Northern Mindanao, Region 10.
