Tacloban City (February 18) -- Integrated Services for Livelihood Advancement of the Fisherfolks or ISLA and Tulong Panghanapbuhay sa Ating Disadvantaged Workers or TUPAD are the programs that the Department of Labor and Employment are implementing in line with President Gloria Macapagal Arroyo's Comprehensive Livelihood and Emergency Employment Program aimed at insulating the poor Filipinos from the impact of the current global economic crisis.

ISLA is a project for the marginalized fisher folks in the coastal municipalities. Under ISLA, the fisher folks, through their organizations, will be assisted in the various activities of their endeavor, like the setting up of a common facility, acquisition of fishing materials and equipment, establishment of alternative livelihood projects, strengthening of fisher folk's organizations and consolidating these into a federation through trainings, consultancy and advisory services, and trainings on entrepreneurship and business management for the members of the fisher folks organizations.

ISLA will be implemented by DOLE in partnership with the Local Government Units, Bureau of Fisheries and Aquatic Resources, and Department of Foreign Affairs.

On the other hand, TUPAD is a project for the disadvantaged workers that will provide short term wage employment as immediate source of income for the beneficiaries and their families.
