ISLA, TUPAD are DOLE'S contribution to PGMA's CLEEP
Tacloban City (February 18) -- Integrated Services for Livelihood Advancement of the Fisherfolks or ISLA and Tulong Panghanapbuhay sa Ating Disadvantaged Workers or TUPAD are the programs that the Department of Labor and Employment are implementing in line with President Gloria Macapagal Arroyo's Comprehensive Livelihood and Emergency Employment Program aimed at insulating the poor Filipinos from the impact of the current global economic crisis.
ISLA is a project for the marginalized fisher folks in the coastal municipalities. The project will assist the fisher folks in making their existing livelihood undertaking grow into viable and sustainable businesses, thereby improving their income to a level at par with that of the minimum wage earners.
Under ISLA, the fisher folks, through their organizations, will be assisted in the various activities of their endeavor, like the setting up of a common facility, acquisition of fishing materials and equipment, establishment of alternative livelihood projects, strengthening of fisher folk's organizations and consolidating these into a federation through trainings, consultancy and advisory services, and trainings on entrepreneurship and business management for the members of the fisher folks organizations.
ISLA will be implemented by DOLE in partnership with the Local Government Units, Bureau of Fisheries and Aquatic Resources, and Department of Foreign Affairs.
On the other hand, TUPAD is a project for the disadvantaged workers that will provide short term wage employment as immediate source of income for the beneficiaries and their families.
This will cater to disadvantaged workers like out of school youth, long-term unemployed poor, displaced workers and workers in the flood-prone areas.
During the employment of the beneficiaries under TUPAD, they will be provided with employability enhancement trainings to prepare them for another employment after the completion of the project.
TUPAD will also provide social protection to protect the beneficiaries from the risks in employment, thru coverage under SSS and Philhealth.
TUPAD provides short term employment for three months in various community work projects of the LGUs. The trainings for skills upgrading or retooling or entrepreneurship development will be undertaken during weekends with the three-month period.
The project will be implemented by the DOLE in partnership with the LGUs, TESDA, Philhealth and the Philippine National Police. (PIA 8) [top]
