Regional council tackles literacy issues of Eastern Visayas

Tacloban City (February 21) -- In its sustained effort to increase the literacy rate of Eastern Visayas, the Regional Literacy Implementing Council (RELIC) is scheduled to have its first quarterly meeting for 2009, on February 24 at the MESS Hall of the DepEd Regional Office 8 at the Government Center, Palo, Leyte.

RELIC Chair Dr. Paciencia Milan said the various member agencies will give brief reports on their literacy projects during the meeting.

Other issues to be discussed are the expansion of RELIC to divisions, the RELIC work and financial plans and the election of officers, among others.

RELIC in Eastern Visayas is an interagency council which have its members, DEPED, DILG, PIA, NEDA, LSU, LNU, EVSU, DOST, DOLE, DTI, TESDA, among others.

RELIC has conducted monumental literacy projects like the Basic Literacy Integrated Program or BLIP at Barangay Lupig, Sta. Rita, Samar, an insurgent stricken area.

The progress of a community depends to large extent upon the literacy of its populace, as literate people are easy to train, lead and govern. This is the theory behind RELIC's BLIP. Basic Literacy Integrated Program or BLIP of the Regional Literacy Implementing Council (RELIC), which will formally hold its closing rites today, August 19 at Brgy. Lupig, Sta. Rita, Samar.

RELIC's BLIP is aimed at providing adult learners with basic literacy skills of reading, writing and numeracy. The program is based in Brgy. Lupig, Sta. Rita, Samar, as among the barangays with the most number of illiterates. Twenty-eight beneficiaries graduated from the adult literacy class.

Another important achievement of the RELIC is its flagship expansion program on Basic Literacy and Livelihood Project at the far-flung Himokilan Island, which is reached afer about 30 minutes boat-ride from the town proper of Hindang, Leyte.

This flagship program already incorporate the livelihood component in the basic literacy program. (PIA 8) [top]
