RDCC 8 continues to fortify disaster management consciousness in Eastern Visayas
Tacloban City (February 21) -- The Regional Disaster Coordinating Council is set to meet on February 24 at the Rafael Farms, to review the member agencies' role in existing disaster management structures, PCSupt Abner Cabalquinto who is the chairman of the Regional Disaster Coordination Council, informed.
Among the issues that the Council will tackle is the validation and finalization of the Regional Disaster Response Management Plan and the creation of the regional rapid damage assessment and needs analysis, Director Cabalquinto said.
The Council is also scheduled to tackle the latest issuances of the National Disaster Coordinating Council in order to better implement its mandate as the top coordinator of all disaster management in the Region.
Finally, the Council will discuss the RDCC-Technical Working Group suggested programs for calendar year 2009.
As the coordinator of all disaster management in Region 8, it is through the RDCC member-agencies that disaster preparedness, prevention, mitigation and response carry out its corresponding tasks and responsibilities.
In the discharge of its function, the RDCC 8 utilizes the facilities and services of the Office of Civil Defense, as its operating arm. The RDCC Operations Center has been set up at the OCD 8 to take reports and respond to disaster alerts from the various provincial and municipal disaster coordinating councils in the Region.
Last year, in line with the OCD Memorandum dated February 5, 2007 regarding the streamlining of the composition of the Regional Disaster Coordinating Council, PNP 8 Director Abner Cabalquinto who is the Chairman of RDCC8, announced the composition of the RDCC Executive Committee.
The Executive Committee will assist the RDCC in formulating policies, plans and measures to develop community based disaster preparedness and management plans and activities, and positive, precise disaster control action for rescue evacuation, relief and rehabilitation and submit them to RDCC for appropriate action.
The membership of the Executive Committee come from the members of the RDCC 8 particularly those agencies which are directly involved on disaster preparedness, mitigation, response and rehabilitation activities.
The RDCC Executive Committee is headed by the Director of OCD 8 as chairman; the Regional Director of DILG 8 as Vice chairman; and the members are the Regional Director of DSWD 8; Regional Director of DPWH 8; Regional Director of DA 8; Regional Director of DOST 8; Regional Director of DENR 8; Regional Director of DOH 8; Regional Director of DepEd 8; and the Regional Department of PIA.
Also included as members are the Regional Director of DTI 8; Regional Director of DOLE 8; Regional Director of LTO 8; Regional Director of NEDA 8; RD, PRO 8 (DRDA); Commanding General of 8th ID, PA; Regional Director of DBM 8; Regional Director of DAR 8; Regional Director of NTC 8; Regional Director of BFP 8 and the Port Manager of PPA 8.
The Executive Committee shall call upon departments, agencies, tasked forces and other offices for such assistance as maybe necessary in the performance of its functions.
It is also authorized to tap any government and former government officials, private individuals, institutions and other stakeholders to participate in the activities of the Executive Committee either as resource persons or special advisers.
The Executive Committee shall organize committees and other bodies that it deems necessary to carry out its functions; and shall perform other functions as may be directed by the chairman of RDCC. (PIA 8) [top]
