PA Mendoza cites success of PGMA's anti-poverty programs in Region One

Vigan City (February 25) -- Presidential Assitant for Northern Luzon Enrie Mendoza announced the success of the antipoverty reduction programs of President Gloria Macapagal Arroyo in the Ilocos provinces through the convergence efforts of the different national line agencies and local government units (LGUs).
PA Mendoza cited the Kapit bisig Laban sa Kahirapan or the so called KALAHI programs initiated in the region as effective means in fighting poverty in the countryside and in the urban poor.
"In Region 1, we organize the Regional KALAHI Convergence Group (RKCG) to strengthen the poverty reduction program through the convergence of the various services of local government units, regional line agencies and non-government organizations vis-à-vis the identified needs of depressed barangays and insurgent or threatened areas," he said.
The RKCG is a special body created under the Regional Development Council (RDC) to adhere to the call of Pres. Arroyo in combating poverty at the grassroots.
Through the RDC ExCom -1 Resolution No. 35, s. 2002, the RKCG was formally organized. The members of the KALAHI convergence group were clustered into four: the asset reform; the human development and services (HDS) and social protection; the livelihood and employment; and the institutionalization and capacity-building.
In 2006, the RDC approved the guidelines on improving Governance Structure of Poverty Reduction Program at the local level in the region through RDC Resolution No. 8, s-2006. This new structure puts the LGUs at the forefront of fighting poverty in their localities.
"The KALAHI had been localized and adopted in the provinces by creating their own poverty reduction program. Ilocos Norte created the Programa Para Matulungan ang Mahirap na Mamamayan tungo sa Kaularan (PMMMK); the kakailian nga Agnaed iti Barbarangay Sangsangkamaysa Agrang-ay Tayo (KABSAT) and the Joint Community Service (JCS) in Ilocos Sur; the Operation Rang-ay ti Barangay (ORB) in La Union; and the Government Assistance Towards Excellent Services (GATES) in Pangasinan," Mendoza told.
Mendoza added that there's a need for a continuing implementation of the anti-poverty programs for the residents from the poorest of the poor places to eradicate the poverty incidence in the Ilocos region. (PIA Ilocos Sur) [top]
