DA-12 chief sets 2009 Policy direction
Koronadal City (25 February) -- Department of Agriculture 12 Regional Executive Director Abusama M. Alid lay down his policy direction for 2009 during a meeting with DA-12 Division Heads, Center Chiefs GMA Banner Program Coordinators and stakeholders in Koronadal City.
He said "This 2009, DA 12 shall pursue the implementation of FIELDS Program or Fertilizer, Irrigation, Extension, Loans, Dryers and Seeds. Also, we shall align our priorities to the National Directives of giving emphasis to Extension and Infrastructure Projects."
Basically, the General Policy Objectives of DA-RFU XII shall be continuously pursued as follows:
Continue to ensure transparency and effective management, to include particularly the expeditious action on papers and speedy processing of payments of various claims. This will be done through increased capability building of personnel to do their respective assigned tasks and preparation, implementation of the quarterly procurement plan and plan of activities and the strict adherence to the provisions of the Procurement Law as stipulated in RA 9184 and austerity measures per Administrative Order No. 103.
Harmonize the Bureaucracy within the DA-XII family (DA 12 and its attached agencies including the agricultural sector of the LGUs through in-house team building a least every quarter, the conduct of monthly Municipal Agriculturist (MA's) assembly meeting with DA-RFU 12 and MAs general Assembly at least once a year and conduct of Search for Most Outstanding MA across all banner programs, convention of concerned Regional Officials in the programming of funds by project/activities with the Project Clearing House in an Annual/Quarterly Basis, revisit at all times our basic duties, responsibilities and accountabilities of a DA employee.
More importantly, intensify implementation of FIELDS or Fertilizer, Irrigation, Extension, Loans, Dryers and Seeds. Step up monitoring of delivery of Major Final Outputs in support to PGMA and the FIELDS Program. The conduct of quarterly in-house evaluation of GMA Banner Programs and Quarterly Regional Management Committee progress status evaluation. Intensify validation of proposed Farm to Markets Roads from LGUs and strengthen the monitoring team to which an order shall be issued as to the composition of the team for the operations and plan monitoring.
Ensure feedback mechanism through the conduct of management meetings and dialogues with major stakeholders in the Agriculture Sector and perform capacity buildings of extension workers to enhance competencies by commodity and ensure adoption of the Extension Workers Performance Based Incentive Strategy by Municipal Agriculturists and Provincial Agriculturists.
Finally, sustain active DA-LGU partnership through the participation of concerned DA-RFU Officials in MAOs meetings, agri-related activities of the Local Government Units (LGU) as DA's partners in program implementation and delivery of services and agri projects. (rafid-da12/PIA 12) [top]
