Purok empowerment ordinance in South Cotabato
Koronadal City (25 February) -- The Honorable Members of the South Cotabato Sangguniang Panlalawigan is presently pushing for the empowerment of puroks and sitios in the province by institutionalizizng, strengthening and legally formalizing its existing system or framework.
SP presiding officer and vice governor Eliordo Ogena said that as principal author of the said initiative, he cited Section 25 Article II of the 1987 Constitution which expressly provides that the State shall ensure the autonomy of local governments, the territorial and political subdivision of which are the provinces, cities, municipalities and barangays, each of which is a body politic and corporate endowed with powers which it shall exercise as political subdivisions of the national government and as a corporate entity representing the inhabitants of its territory.
Ogena also divulged the salient features of the resolution, saying that its key component is not money but human resources and participation on local governance. He is also pushing for the institutionalization of volunteerism or bayanihan as part of this initiative, which he said is very much part of our Filipino culture and heritage.
The vice governor expressed hope for the immediate passage of a local law that would make South Cotabato distinct and the first to pursue such initiative as he cited that Puroks and Sitios are administrative part of the barangay network without expanding or creating an additional layer of bureaucracy.
