RDC releases budgeting guidelines for gov't programs

Vigan City (June 2) -- The Ilocos Region Development Council (RDC) announced the policy guidelines on budgeting for plans and programs of the regional line agencies, academes, local government units (LGUs) and other agencies of the national government for calendar year 2010 to ensure that all programs are consistently supportive to the region's thrusts and priorities.

Ilocos Sur Governor Deogracias Victor "DV" B. Savellano, chairman of the RDC, disclosed that the regional budgeting process are guided by the following principles: it should be adherence and consistent with the regional development thrusts and priorities as contained in the Updated Regional Development Plan and 2010 Annual Investment Plan; enhancement of the region's economic competitiveness through One Town One Product (OTOP) and strategic commodities with competitive advantage.

It should be responsive to the job generation efforts of the government in response to mitigate the impact of global economic crisis particularly along the Comprehensive Livelihood and Emergency Employement Program (CLEEP) and the Intensified Social Protection Program (ISPP).

Also, it must be responsive to the government's initiatives on mitigating the adverse effects of climate change and strengthened efforts towards sustainable development, social responsiveness and cultural, moral and spiritual sensitivity including Gender and Development (GAD); inclusion of respective agency budgets for poverty reduction programs and projects; and optimization of inter-agency cooperation and convergence.

"To achieve the envisioned better quality of life for the people in the Ilocos region, all regional line agencies, academes, LGUs and private sectors are enjoined to work forcefully in cooperation with one another," he said.

The budget policy guidelines are set to attain the following regional thrusts and targets for 2010 such as higher level of growth through market development and expansion of products; increase level of agriculture production value and tourist arrivals through market - focused interventions; create adequate linkages of agri and tourism centers with markets; generate job opportunities; improve physical and economic environment conducive to sustainable development; and undertake human development and empowerment towards global competitiveness.

Some of the targets to achieve the RDC thrusts are the increase production of crops, livestocks and fishery; increase investment; reforestation of 3,420 hectares; strengthening research and development; improve access to quality educations services and scholarships; continuing social welfare programs; provision of adequate infrastructure support and facilities; and good governance.

In pursuit of regional priorities and the RDC mandate on budget review, a budget conference will be undertaken by the Regional Development Budget Coordination Committee (RDBCC) chaired by Governor Savellano. (PIA Ilocos Sur) [top]
