Vigan City launches "Text2Teach" program

Vigan City (June 2) -- Vigan City Mayor Eva Marie Singson-Medina, together with the partner private companies will launch the "text2teach" program to all public elementary schools for this school year 2009-2010 here.

According to Medina, all Vigan City's eighteen public elementary schools are now capable of accessing lessons through the use of mobile phones.

To strengthen partnership and sustainability of the program, the lady mayor said that a Memorandum of Agreement (MOA) was signed recently between and among the city government, the Department of Education School's City Division Superintendent Rosalino Javier and the "Text2Teach Alliance" represented by Mario Deriquito of the Ayala Foundation, Inc. at Vigan Central School.

The Text2Teach program was organized by private sector using a mobile technology for education. The mobile phones provided for the program are pre-loaded with education videos specifically created for the project to bring English, Math and Science subjects to life.

"It is a highly effective visual aids for teachers as it provides an opportunity to create interactive, studentb focused learning environment in the classroom," Mayor Medina said.

"The lesson plans that come with the teacher's guide are fully integrated into the basic education curriculum and created to meet local education guidelines and standards. Thus, additional video materials that will be developed can be accessed by the schools through their mobile phones using Globe's 3G Technology," she added.

Under the agreement, the city government will provide the needed 29-inch television sets, Teacher's Guides and TV racks - all major components of the Text2Teach package. While the Text2Teach Alliance, which composed of Ayala Foundation, Nokia, Globe Telecom, and SEAMEO Innotech, will provide the Nokia N95 8GB mobile phones with the Nokia Education Delivery application software that the teachers will use to access the education videos. In addition, the Globe Telecom will provide P150.00 monthly load allowance for one year to be use for help desk concerns and additional P1,000.00 load if there are new materials to be downloaded through Globe's 3G network.

"Last year, the SEAMEO Innotech conducted the teacher's training for the Division of Vigan with 60 school heads, supervisors and selected teachers to familiarize the program," she said.

She also disclosed that the turnover ceremony of the equipment for the Text2Teach program was coincided with the signing of the MOA.

It was learned that since 2003, more than a million public elementary pupils in selected areas all over the country have been enjoying the Text2Teach technology and is targeting an additional 350 schools nationwide in the next 2 years. (PIA Ilocos Sur) [top]
