Household targeting system reaches 40% of Lucena households

Lucena City (3 June) -- A total of 3,828 or 39.87% of 9,599 targeted households in Lucena City had been assessed by the Department of Social Welfare and Development under the National Household Targeting System - Poverty Reduction project (NHTS-PR).

According to Dir Honorita B. Bayudan of DSWD Field Office IV-A, the 3,828 assessed or surveyed households is as of May 9, 2009 only. These households are from the 10 of the 33 barangays of Lucena City and 100% assessment of the identified 9,599 poor households is expected to be completed by the end of May.

The NHTS-PR is a data management system being implemented nationwide by the DSWD in coordination with the concerned local government unit. The project seeks to identify who and where the poor are in the country and establish a database of poor households that would serve as the reference in identifying beneficiaries of social welfare and development programs and services. Such targeting system is necessary as it would help the government to equitably distribute its resource and services to the poor.

For Lucena City, the implementation is being undertaken in coordination with the City Social Welfare and Development Office headed by Ms. Lourdes Ruanto. The said office provided the initial listing of poor families in the locality which were the main subject for the survey using the Household Assessment Form (HAF) by the DSWD-hired enumerators. Results of all accomplished HAF are inputted into a computer system which calculates the households' approximate income using a proxy socio-economic variable that predicts household income. The end result of project is the ranking and classification of all subjects into non-poor, poor and food poor households.

Lucena City Mayor Ramon Y. Talaga in a previous dialogue, expressed appreciation of the project as it would ensure that poverty alleviation programs and services both of the national and local government would benefit the real or the poorest of the poor families of locality.***With reports from Juliet Labayan.
