Bacolod City conducts disaster risk management seminar

Bacolod City (4 June) -- A two-day seminar on Barangay Disaster Risk Management was conducted recently in Bacolod City and was attended by the Barangay Civil Defense Coordinators and Barangay Action Officers appointed by their respective Punong Barangays.

Bacolod Mayor Evelio Leonardia lauded the attendees who took time to learn and educate themselves on disaster risk management.

Joemarie B. Vargas, Executive Assistant and Cluster Head on Disaster Management and Civil Defense Deputized Coordinator of Bacolod City welcomed the participants and guests including Deputy Administrator of the Office of Civil Defense, USEC Anthony Rolando T. Golez, Jr., M.D., and Dir. Rosario T. Cabrera, Office of Civil Defense Regional Office VI.

Golez was the resource speaker on the topic "Family Survival: A Guide to Family Safety During Disasters", which is also a book he authored. Cabrera on the other hand, briefed the participants on the Philippine Disaster Management System.

An information education briefing on Infuenza A(H1N1) was also given by Ms. Tina de Guzman and Dr. Jocelyn Te of the Department of Health Region VI. The afternoon session was utilized by Aaron L. Bais, PSEMS Acting Section Head to orient participants on the Bacolod City Disaster Coordinating Council (BCDCC) and Barangay Disaster Coordinating Council (BDCC) structure and functions, disaster preparedness planning, and activating the Disaster Operation Center in their respective barangays during emergency situations.

The initiative to organize and appoint the Civil Defense Coordinators and Action Officers in the Barangay level is so far, the first in Region VI and probably, in the entire local government units of the country in terms of reaching the Disaster Coordinating Council structure to the grassroots level.

This initiative, which is considered to be the first for LGUs in the country to reach the grassroots level, has earned credits for Bacolod City Disaster Coordinating Council to be chosen as the Regional Awardee, and a national finalist in Gawad KALASAG 2008. Gawad KALASAG 2008 is a nationwide search for excellence in disaster risk management and humanitarian assistance conducted by the National Disaster Coordinating Council.
