Region 8 Blood Bank Council inducts new set of officers

Tacloban City (June 5) -- The National Voluntary Blood Services Program of the Center for Health Development Eastern Visayas is scheduled to conduct the oath taking of the officers of the Regional Blood Council on June 8, 2009.

DOH 8 Regional Director Edgardo M. Gonzaga informed that the occasion will also coincide with the 2nd Quarterly meeting of the council at 11:30 to 4:30 in the afternoon in Tacloban City.

Under the leadership of Director Gonzaga, the Regional Blood Council was reorganized on February 6, in line with the national goal of attaining 100% Voluntary Blood Donation in the Philippines by 2010.

The reorganization meeting also aimed to assist in the attainment of the Millennium Development Goal of lowering maternal mortality ratio through the provision of safe and adequate blood supply.

Furthermore, the reorganization is in response to the closure of commercial blood banks pursuant to the Supreme Court ruling and to the provisions of Republic Act 7719.

Otherwise known as the "Blood Services Act of 1994," Republic Act 7719 aims to promote and encourage voluntary blood donation by the citizenry and to instill public consciousness of the principle that blood donation is a humanitarian act.

It also aims to provide, adequate, safe, affordable and equitable distribution of supply of blood and blood products.

Republic Act 7719 directs the Department of Health to mobilize all sectors of the community to participate in mechanisms for voluntary and non-profit collection of blood.

By virtue of RA 7719 otherwise known as the "National Blood Services Act of 1994" the Department of Health in cooperation with the Philippine National Red Cross (PNRC) and Philippine Blood Coordinating Council (PBCC) and other government agencies & non-government organizations, is mandated to plan and implement a National Voluntary Blood Services Program (NVBSP). A National Voluntary Blood Services Program Committee was then created and chaired by the Secretary of Health.

Since it's enactment in May 1994, the National Voluntary Blood Services Program (NVBSP) under the Department of Health, has been working hand in hand with other government and private agencies to promote voluntary blood donation.

NVBSP envisions envision a network of modernized national and regional blood centers operating on a fully voluntary, non-remunerated blood donation system that will ensure safe, adequate, accessible and rationally used blood supply. (PIA 8) [top]
