RDC-X approves creation of regional human rights plan

Cagayan de Oro City (5 June) -- The Regional Development Council (RDC), Region 10, has approved the terms of reference (TOR) in the formulation of the Northern Mindanao Regional Human Rights Action Plan (RHRAP) for 2009-2015.

Among these TOR is the issuance of Administrative Order No. 163, s. of 2006, which strengthened and increased the membership of the Presidential Human Rights Committee (PHRC) and provides for the organization of the Regional HRC at the regional level.

Gov. Jesus Jurdin M. Romualdo of Camiguin, RDC-X Chairperson, said one of the functions of the PHRC is to formulate the National Human Rights Action Plan (NHRAP) in accordance with the international human rights treaty obligations and adopt a "rights-based" approach in the formulation of the said plan.

A national mechanism, the NHRAP is meant to continuously respond to the country's various human rights challenges in order to achieve "better standards of life for all in larger freedom."

Thus, Romualdo said, there exists a legitimate need to institutionalize the NHRAP given that such is a goal representing the real intent of the Philippine Constitution, the Universal Declaration of Human Rights (UDHR) and other International Human Rights Treaties to which the Philippines is a state party.

As accompanying document of the NHRAP, a Regional Human Rights Action Plan (RHRAP) for 2009-2015 shall be formulated in each of the regions of the country.

Meanwhile, AO 249 dated Dec. 10, 2008, directs all concerned departments, agencies, bodies and instrumentalities of the Executive Branch of government including local government units to further strengthen and ensure compliance to their existing policies, plans and programs.

"Such compliance would enhance the government's overall effort in the promotion and protection of human rights taking into account the specific applicable rights and freedoms embodied in the UDHR," Romualdo added. (PIA-10) [top]
