CSC announces deadline for submission of ARTA programs, projects
Tuguegarao City (9 June) -- The Civil Service Commission (CSC) has announced that June 16, 2009 will be the deadline for the submission of reports regarding all government agencies Maintenance and Other Operating Expenses (MOOE), and their proposed anti-red tape programs and projects, together with budget estimates to the Office of Atty. Anicia Marasigan-de Lima, CSC Assistant Commission for Regional Operations and Head of the Anti-Red Tape Task Force.
Submission shall be through e-mail at email@example.com or through fax at (02) 781-4097 or addressed to No. 25 Kaliraya St., Banawe, Quezon City.
Valnisan HC. Calubaquib of the CSC said that government agencies are advised to coordinate with the CSC Regional Office or to its Field Offices.
In a Memorandum Circular issued by Chairman Ricardo Saludo, some projects were recommended to be undertaken by government agencies to improve frontline public services.
Under the General Appropriations Act (GAA) for Fiscal Year (FY) 2009 and under Republic Act 9524, mandates all government agencies to appropriate at least one-half of one percent (1/2 of 1 %) of their total FY 2009 Maintenance and Other Operating Expenses (MOOE) for anti-red tape related programs and projects.
Among these projects are extensive dissemination of Republic Act No. 9485 otherwise known as Anti-Red Tape Act of 2007 (ARTA), seminar-workshop on ARTA, anti-graft and corruption sensitivity seminar, assessment of frontline services, and enhancement of service standards.
Other ARTA programs and projects also include capability building/training for frontline employees especially of client-heavy agencies, launching of Citizen's Charter, dialogues with stakeholders on how services can be enhanced, and conduct of quarterly People's Day by agency heads.
The CSC has also set up complaints and assistance desk to entertain complaints against fixers and fixing activities as well as online help and feedback program for customers/clients. (PIA Cagayan) [top]
