Feature: Adopting change

By Recthie B. Tolinero

Cagayan de Oro City (10 June) -- For many years, the barangay has been famously known as a place full of harmful people, poverty, drug addiction and crimes. However, among these generalizations only one thing is dominant.

Poverty. Despite the negative connotations about Barangay Consolacion, Cagayan de Oro City, the people proved that they may be poor yet they live with dignity and they can adopt change for the better.

The barangay has been chosen as one of the recipients of the Pantawid Pamilyang Pilipino Program since it has been noted as among the poorest barangays in the city. It was on November 2008 when the people became members of the program and have received their grants on January 2008.

According to Kagawad Dante Roa, in-charge of social service in the community, "Maayo nalang nga naa'y ing-ani nga program para i-replenish sa basic needs nga dili mahatag sa mga ginikanan (It is good that we have this program that replenish basic needs that the parents cannot give).

He added that even though they still cannot see rate changes in the barangay health centers and the attendance in schools, he is glad that they are only few cases of conflicts in the area. Kag. Dante expressed, "Dili pa man gyud makita ang outcome sa program in economic aspect since bag-o pa siya gasugod diri pero attitude wise, naa gyu'y kabag-uhan (We still cannot determine the outcome of the program in economic aspect since it is still new in the area yet attitude wise, there are really changes)."

The councilor even shared that couples in the barangay rarely fight due to finances since the women are equally given the right to raise the family and are not dependent solely on their husbands. He also mentioned that there is a significant change in the community's participation in the local activities like "Brigada Eskwela" and Clean-Up Drive. The activities are participated mostly by the members of 4Ps as headed by their parent leaders in the parenting sessions.

As of the moment, the councilor has noticed that many of the parents are busy enrolling their children in the daycare centers saying, "Bag-o pa lang gasugod ang enrolment murag puno na ang mga daycare centers diri sa Consolacion (The enrolment has just started yet it seems that the daycare centers in Consolacion are already full)."

During the processing of the second payment of the program in the area, the enthusiasm and support of the local government of the barangay is undeniably good. They assist in checking the IDs off the beneficiaries as well as check on the amount that the members will receive individually. For the month of May, the Department of Social Welfare and Development (DSWD) has included 277 beneficiaries from the barangay. (PIA) [top]
