CSC XI officially launches its Citizens Charter

Davao City (19 June) -- Republic Act No. 9485, otherwise known as the "Anti-Red Tape Act of 2007 (ARTA)" and its Implementing Rules and Regulations (IRR), mandates all government agencies including the Local Government Units (LGUs) to come up with their respective Citizens' Charter in the form of service manuals and information billboards, which shall be posted at the main entrance of the office or at any conspicuous place in the office.

To show its all-out support and commitment to the government's mission of eliminating red tape and averting graft and corruption in the country, the Civil Service Commission Regional Office XI (CSCRO XI), in compliance with RA 9485 and its IRR, formally launched its Citizens' Charter billboard on April 8, 2009. The Charter is displayed at the main lobby of the office.

The CSCRO XI's Citizens' Charter emphasized the Vision, Mission, Performance Pledge and the frontline services offered by the office to the transacting public, with the following information on how to avail of its services, to wit:

  1. The different frontline services
  2. Person/s who may avail of a particular service ;
  3. The requirements needed or document/s to be presented by the customer;
  4. The step by step procedure;
  5. The person/s in-charge for each step;
  6. The duration or maximum time to conclude the process; and
  7. The amount of fees;

Moreover, CSCRO XI has activated its Feedback Mechanism with the installation of the Mamamayan Muna Drop Box where clients may drop-in their recommendations, inquiries, suggestions, as well as complaints. The Public Assistance and Complaints Desk has also been established with the Public Assistance and Liaison Division as the unit responsible in acting on complaints and requests for assistance from clients relative to their transactions.

The CSC, as the head of the Oversight Committee in the implementation of RA 9485 and its IRR, the has been monitoring agencies on the status of their compliance to the said law and its IRR. Among the agencies which have complied with the publication of their Citizens Charter are the following:

  1. LGU Tagum City
  2. LGU Panabo
  3. LGU Kapalong
  4. Bureau of Fire
  5. Bureau of Customs Port of Davao
  6. Bureau of Jail Management and Penology
  7. Department of Labor and Employment
  8. DepEd Panabo City
