Group hails government employees salary adjustment

Davao City (20 June) -- The Philippine Human Development Network hailed the recent approval of salary adjustment in the government sector. Dr. Toby Monsod considered it as the answer to one of the puzzling problems tackled in the 2008/2009 Philippine Human Development Report.

Presenting the study to the Davao audience yesterday at the Grand Men Seng Hotel, Monsod admitted that the study's key findings contributed to the approval and implementation of the Salary Standardization Law 3 starting July this year.

The study showed some of the external inequities such as the comparison of equivalent jobs in the government and the private sector.

The Civil Service Commission also made a study in 2006 which found out that salaries for senior managers and highly technical personnel in government were 74 percent below comparable jobs, and salaries for professional and technical personnel about 40 percent below.

Monsod stressed that the issue on incentives could highly affect the performance of the workers especially when they compare compensation with that of those in the private sector.

However, with the approval of President Gloria Macapagal-Arroyo this particular problem tackled in the PHDR was somehow solved.

But Monsod reminded the government sector that there remain internal inequities that should also be fixed.

The study showed that specific occupational groups were able to get additional benefits through special laws, such as public health workers through Magna Carta. Such salary distortion is then believed to be causing demoralization across the bureaucracy.

Monsod also showed some distortions in job classification. The study cited budget and management specialists in the Department of Budget and Management classified one grade higher than economists in the National Economic and Development Authority.

The study also found a bias against female-dominated positions like teachers and nurses. These positions are pegged at Salary Grade 10 when the rule is Salary Grade 11.

These are but some of the internal inequities Monsod cited which the government should also look into.

"We appreciate the government's move of adjusting the employees' compensation but we dare them to look into the design of the structure itself which is also problematic," she said. (PIA XI) [top]
