Ifugao registers lower tax collection for 2008

by Dan B. Codamon

Lagawe, Ifugao (20 June) -- Despite the massive information campaign by the Bureau of Internal Revenue (BIR) here for the people to honestly and properly pay their taxes, record shows a decrease tax collection for the year 2007 as compared to 2008.

Based on the data gathered from the BIR, the tax collection of Ifugao for 2007 is P32,104,687.60 as compared to P28,777,434.40 for 2008 showing a decrease of P3,327,253.26 or 10.36%.

As compared also to its tax goal or target collection for 2008 which is P34,219,000 against its actual collection of P28,777,434.40, it shows a deficit of P5,432,565.60 or 15.88% lower.

The sources of revenue for national taxes mostly come from the local government units such as income taxes, business taxes, revenues from receipts, tax remittances or withholding taxes from national government agencies and those collected from authorized agent banks.

According to a BIR employee here, the decline in their collection maybe attributed to the present economic crisis wherein businesses, investments, spending and industrial activities became bleak coupled with the inability of the people to pay their taxes.

However, the new acting Revenue Officer of Ifugao, Mr. Jose Maria Gorospe said he will do his best to improve the tax collection with some stepped up measures and efforts he is contemplating to do.

"I will study and assess the situation and the problems causing the decline in the tax collection and then apply the necessary measures", he said.

Six of the 11 municipalities of Ifugao have negative or negative tax collection for 2008 as compared to the expected tax goal to be collected of them for 2008 which may explain the decrease in the collection.

The municipality of Mayoyao topped the deficit with 29.20% as they have a cumulative tax collection of P1,256,674.98 in 2007 but only P889,603.08 in 2008 for a decrease of P367,011.90; followed by Asipulo with a decrease of P135,281.25 or 23.59% lower as it collected P573,521.84 in 2007 and P438,240.59 in 2008.

Banaue also collected P1,295,617 in 2007 and P1,065,667.80 in 2008 for a balance of P229,950.01 or 17.75 lower while Hingyon ranked fourth with the most deficit collection as it recorded a 12.72% decrease since it collected P353,197.68 in 2007 to P308,282.79 in 2008 for a balance of P44,914.89.

Completing the list of the most deficient in tax collection is Hungduan which has a collection of P658,117.04 in 2007 and P604,687 in 2008 for a deficit of P53,429.45 or 8.12% lower and Lamut which has a deficit of 7.21% because it collected P2,153,464.99 in 2007 but again only P1,998,168.31 in 2008 for a balance of P155,296.68.
