DSWD launches ECCD program in Lucena City
Lucena City (25 June) -- The Department of Social Welfare and Development (DSWD), in coordination with the City Government of Lucena, launched last June 19, 2009 the Early Childhood Care and Development (ECCD) project implementation for the identified eleven (11) barangays of the locality.
According to Ms Floreceli G. Gunio, Focal Person of the Children's Programs of DSWD Field Office IV-A explained that aside from the projects that would be provided, the focus of the ECCD program is to established a conscious efforts from various advocacy groups to heighten people's awareness on the four (4) broad or main rights of children which are survival, developmental, protection and participation. This includes the capability building of local partners and the establishment local policy that would promote the said rights of the child.
The identified priority ECCD Barangays of Lucena City are Bocohan, Talim Ilaya, Salinas, Iyam Ibaba, Barangay 7, Barangay 9, Dalahican, Cotta, Market View, and Mayao Silangan. Only ten?
Mrs. Lourdes Ruanto, Lucena City Social Welfare and Development Officer (CSWDO) & ECCD Coordinator expressed appreciation and positive spirit on the implementation of ECCD in the locality. Ms Ruanto likewise committed to provide necessary support to the program for the benefit of the children not only of the identified barangays but for the whole Lucena City as well.
The program launching was highlighted with the Pledge of Commitment of the City Council for the Protection of Children and the Barangay Council for the Protection of Children. The conduct of the pledge of commitment was spearheaded by Ms. Gunio in behalf of DSWD Field Office IV-A Dir Honorita Bayudan.
Aside from Ms Ruanto, other local officials present during the Program launching are Councilor Wilfredo Asilo who represented Mayor Ramon Talaga, Ms. Rosemarie Mangubat, Head Nurse of the City Health Office. and the officials of targeted barangays. Atty. Aileen Chua of the Commission on Human Rights (CHR) also attended the activity.
Councilor Asilo in his message thanked the Council for the Welfare of Children/ ECCD Council for providing them the funds for implementation of project for the protection of the rights of the children and challenged the staff and officials of the target barangay and city offices to work hand-in-hand for the best benefit and for the uplifting of the welfare of the children.
Among the activities expected to be conducted within the year under the ECCD program are upgrading of Barangay Health Centers (BHCs) and Day Care Centers (DCCs), purchase of DCC equipments, supplies and learning materials, continuous provision of basic medicines and conduct of information Exchange Campaigns.
