DBM 8 facilitates payment of yearend, cash gifts to gov't workers

Tacloban City (October 6) -- Department of Budget and Management Region 8 Director Imelda Laceras informed that her office is already making adjustments on budget releases to accommodate and facilitate advance payment of the balance of the Year-End Bonus and Cash Gift to national government personnel for Fiscal Year 2009.

Director Laceras said that she has received Budget Circular No. 2009-4 dated September 29, 2009 which is anchored on President Gloria Macapagal Arroyo's directive to advance the payment of the remaining half or balance of the Year-End Bonus and cash gift even before November 15, 2009, upon request of the personnel concerned to provide financial assistance and to alleviate the plight of calamity stricken government personnel brought about by Tropical Storm "Ondoy."

Ms. Juvy Lobedica, Designated PIO of DBM 8 said that Budget Circular No. 2009-4 clarifies that national government personnel who opts to avail of this advance payment must comply with all the requirements prescribed under the budget circular and to remain in government service until October 31, 2009. Qualified personnel may request their agency for the advance payment thereof.

In response to this directive, Director Laceras said that DBM 8 has already made the necessary measures to facilitate advance payment of the benefit to national government personnel who may opt to avail.

Considering that DBM 8 has already released the July to December funding requirement of agencies under its coverage including the requirement for the YEB and cash gift with instruction to the Government Servicing Bank to credit to the account of agencies in November the corresponding YEB and cash gift requirement, DBM has to make adjustment of its releases.

Director Laceras said that on October 5, her office have sent letters to concerned government servicing banks to make adjustments in DBM releases for October and November by transferring funding for the cash requirement of the benefit from the month of November to October.

Director Laceras added that communications have also been sent to the agency-clients to inform them of these adjustments.

Government owned and controlled corporations, government financial institutions and local government units are encouraged to adopt and implement the advance payment of Year-end Bonus and Cash gift chargeable against their respective funds for the purpose. (PIA 8/DMB8) [top]
