Feature: Landbank Tubod's big share in 4Ps implementation

Cagayan de Oro City (8 October) -- "Paspas na ang paghatag sa among kwarta karon ug dili na mi kinahanglan maglinya ug dugay sa init tungod sa bag-ong pamaagi sa Landbank (The release of cash is already very fast and we don't have to wait too long in falling in line under the heat of the sun because of the new process of Landbank, particularly in Tubod," H. Saripa D. Ampatua expressed as she received her second cash release from Pantawid Pamilyang Pilipino Program (4Ps).
For more than ten months now, Lanao del Norte has been a recipient of 4Ps—a strategy of the government to alleviate poverty through providing cash grants to the poorest households, effecting improvements in health, nutrition and education specifically of children aged 0 to 14.
The Department of Social Welfare and Development (DSWD) works closely with the Landbank of the Philippines and other partner agencies to fully serve the purpose of the Program.
Jesus Leyva, Landbank Tubod Branch Manager, shared that as a partner agency, the bank is tapping all the resources it has so that it can provide the services that its clients need.
As a response to the demands of the 4Ps beneficiaries to receive their cash grants in time, Leyva initiated some notable changes in paying the clients.
To have simultaneous and speedy cash release, Leyva coordinated with DSWD to process the Order of Payment ahead of time.
This scheme increased the number of beneficiaries catered per day from 300 to an average of 650 in a day.
It also minimized the time of release where the 650 beneficiaries are accommodated from 8:30 am until 11:00 am compared before where the 300 beneficiaries will have to wait from 8:30 am until 3:00 pm.
Leyva also shared that he had to ask some of their staff to help in the release: his secretary now serves as the paying teller and one of their three tellers was also tapped to become the verifier.
Even Leyva extends his help by being the verifier every time they lack human resource. "Sa ganitong paraan, mapapadali na ang pagbibigay ng pera tapos hindi na kailangan ng mga tao na maghintay nang matagal. May schedule din kami para sa mga barangay para hindi magsabay-sabay lahat." (With this process, the cash release is faster and the people won't need to wait long. We also have a schedule for every barangay so that they won't have to go to the bank at once).
The management also walked an extra mile in providing good service to the beneficiaries by encouraging the mayors and other local chief executives to request to the provincial governor that the release be held at Mindanao Civic Center gymnasium.
On August 2009, with the efforts of Director Atty. Araceli F. Solamillo of DSWD-10, Governor Mohamad Khalid Dimaporo of the province of Lanao del Norte, Landbank Tubod Management and local chief executives, the cash release will be held in a well ventilated and sheltered area.
According to the manager, they instigated these steps because they believe that the Program will give better opportunities to the marginalized saying, "Kahit pantawid man lang ang Programa, makikita ng mga tao na hindi sila pinapabayaan ng gobyerno at sila rin naman ay nagsisikap." (Even if the Program is just for survival of the poor families each day, people will see that they are not forsaken by the government and in return, they are striving for a better life).
Currently, Landbank Tubod branch accommodates 16,757 beneficiaries from Lanao del Norte providing over-the-counter (OTC) payments. (DSWD-10) [top]
