DILG-10 enjoins punong barangays to conduct barangay assembly day

Cagayan de Oro City (15 October) -- The Department of the Interior and Local Government (DILG) in region 10 is reminding all punong barangays to hold their respective barangay assemblies in their areas of responsibility.

DILG-10 Regional Director Loreto T. Bhagwani is enjoining all punong barangays in every local government unit in the region to hold their assemblies on October 17, 2009.

This is in pursuance to Proclamation No. 342 declaring the last Saturday of March and the third Saturday of October of every year as Barangay Assembly Day. Also, Section 397 (b) provision of Local Government Code of 1991 states, "the barangay assembly shall meet at least twice a year to hear and discuss the semestral report of the sangguniang barangay concerning its activities and finances as well as problems affecting the barangay."

As the basic political unit, the barangay serves as the primary planning and implementing unit of government policies, plans, projects and activities in the community.

The barangay assemblies will serve as a forum wherein collective views of the people may be expressed and considered.

During the assemblies, the sangguniang barangay must present the accomplishments and financial reports of the barangay to their constituents. They are also to discuss problems, issues and concerns affecting the barangay particularly on solid waste management and the use of illegal drugs.

Director Bhagwani said that the barangay officials must also include in their assemblies the briefings / discussions on Barangay Citizen's Charter and on Disaster Preparedness. He added that an action plan must be prepared afterwards.

With the present crisis the country is facing, such as the global recession and calamity caused by Typhoons Ondoy and Pepeng, the Department is hard-put in calling for unity and the pooling of resources to address such problems. (DILG-10) [top]
