Southern Leyte conducts municipal waters delineation assessment/workshop

Maasin City, Southern Leyte (22 October) -- The Provincial Environment and Resource Management Office (PENRMO) in close coordination with the German government organization, GTZ conducted a one-day workshop to delineate the municipal waters throughout the province, yesterday, October 21at the Maasin Country Lodge here.

PENRM Officer Eva Abad reported during the activity that they expected at least four delegates in each municipality to attend the delineation assessment-workshop, specifically the Municipal Mayors, Municipal Planning and Development Officers, Municipal Agriculture Officers and the Sangguniang Bayan Committee chairman on environment.

"This is our chance to identify our tutorial jurisdiction in each municipality," Abad urged each group to be sincere in the said activity, adding that "this is already the second attempt that our office conducted the same way back in 2005 at the Visayas State University in Baybay, leyte, but no actions were made yet," she revealed.

The activity was funded by the GTZ-Environment Resources Division based in Southern Leyte in close coordination with the Coastal Fisheries Resource Management, Department of Environment and Natural Resources -National Mapping and Resource Information Authority (DENR-NAMRIA) and the Provincial Government led by Gov. Damian G. Mercado, who was the guest speaker during the affair.

While, Gov. Mercado in his short message was grateful to the GTZ for extending their support to the province, "they tried to give good future not only to the programs and projects but as well as to everyone who can benefit theses projects."

The governor urged each municipality not to limit their actions on delineating the jurisdiction of their municipal water. "Remember that fishes roam around the seas, so all of us should protect them, not only those belong to their boundaries, because it is our obligation to protect our seawaters," he said.

The one-day assessment-workshop tackled the following topics: Concept, Importance and its Legal Basis from Mary Ann Tercero; the Delineation Process clarified by Arman Gaviola; the Proposed Delineated Maps which was explained by Engr. Mario Princer from NAMRIA based in Manila; Validation and some Agreements from the Municipal Mayors and other activities to be done after the assessment of the delineation of municipal waters which was undertaken by Ms. Abad.

At least 13 municipal mayors were present to confirm the delineation of their municipal waters, while other municipalities were well represented by personnel concerned. Hon. Agustin Escano, Sangguniang Panlawigan Committee chairman on Environment welcomed the participants during the day activity. (PIA-soleyte) [top]
