RDCC wants new communication, warning manual
Iloilo City (23 October) -- The Western Visayas Regional Disaster Coordinating Council (RDCC) here wants to revise the "Oplan Panawagan" operating manual of its Communications and Warning Group to attune it with present emergency situations arising from natural calamities.
The manual, formulated in 2003, serves as the "bible" of the RDCC in disaster management in the region especially in the aspect of warning and communication.
RDCC-CWG chair Engr. Nestor Antonio Monroy of the National Telecommunications Commission (NTC), said the proposed changes will include the use of Rapid Regional Quick Response Team and Provincial Quick Response Team in addition to existing government telecommunications systems.
The operating procedures employed by CWG before, during and after a disaster will also be revised, Monroy said.
An emergency task force response on strandees and flood early warning communication network involving major river systems will also be incorporated in the new manual.
The RDCC has already come up with an early flood warning communication system for major river systems in Iloilo.
Other features of the manual including directories of RDCC members, disaster coordinating councils of local government units, LGU officials, national government agencies, and the media will be updated.
The RDCC CWG met October 23 at the Office of the Civil Defense here to tackle the manual and other concerns.
