DPWH commits to cooperate with Bantay Lansangan

Davao City (24 October) -- Officials of the Department of Pubic Works and Highways of Regions 9,10, 11, and 12 committed yesterday (October 23) to provide needed documents to the Bantay Lansangan monitoring team for assessment.

This after DPWH received failing mark on its report card as it submitted insufficient data to the multi-sectoral road monitor group.

Speaking in behalf of the DPWH officials, Field Supervisor of the Project Monitoring Office Director Faustino Sta. Maria explained that the failure was caused by heavy workload being handled by the employees in the district offices.

"These offices, with limited number of employees, are required to come up with reports that they could not find time to provide answers to all questions asked by the Bantay Lansangan volunteers," he said.

After a year since the Bantay Lansangan volunteers conducted a public perception survey on identified road projects of the DPWH, the team presented its first report yesterday before DWPH officials as well as other partners in this project.

The Road Sector Status Report assessed the DPWH through effectiveness, efficiency, and impact with the help of 38 indicators. However, the monitoring team did not receive more than half of the needed data that should have been used in its assessment.

Bantay Lansangan executive director Vincent Lazatin felt that there is still a chance for the government agency to improve and do well in its report card by cooperating well with the volunteers.

DPWH, on its part, took the study results constructively saying that the group could be a strong partner of the agency as it will serve as a watchdog in promoting transparency and accountability in government.

However, one of the recommendations made by the DPWH officials is for the Bantay Lansangan to employ technical personnel who would know the works of civil engineers.

Lazatin clarified that Bantay Lansangan welcomes such recommendation but he believes that even non-engineer volunteers could actually perform the monitoring function well.

He hopes to present the second report card after six months and by that time, the Bantay Lansangan could already give an actual grade on the performance of the DPWH. (PIA XI) [top]
