2009 LMP General Assembly focuses on best practices for local governance

Tacloban City (October 26) -- The general assembly of the League of Municipalities of the Philippines which starts on October 26 up to October 28 at the historic Manila Hotel, will focus on the theme "Sustaining Exemplary Practices for Effective Local Governance."

This year's General Assembly is unlike any other gathering LMP has organized, Ms. Li-Ann M. De Leon, the LMP Executive Director said. It will be the venue to present and highlight the gains and milestones of the last nine years of the Guico Administration; and it will recognize mayors who have served three consecutive terms and showcase their accomplishments.

It will recognize benefactors and partners who have been supportive of LMP's thrusts and programs; it will be the forum to discuss and advocate issues and concerns relevant to the municipalities, and to craft the mayors' agenda for the next President of the Philippines; and lastly, it will be the vehicle to endorse the LMP development agenda and exemplary practices for adoption toward sustainability to the next LMP administration, the Executive Director added.

The activities will be kicked-off with the opening of exhibits at 2:00 o'clock in the afternoon at the Fiesta Pavillion Foyer, Mayor Ramon Guico Jr., the LMP president informed. The ribbon cutting will be done by Hon. Jong-Moo Choi, Director of the United Nations Project Office on Governance; 2005 Ms. International Ms. Precious Lara Quigaman; and Dr. Emilio Yap who is the chairman of the Manila Bulletin.

The Opening Ceremonies will start with the processional of the LMP Executive Committee and National Directorate, the guests and the FEU Cheering Squad, the 2009 National Champion.

Mayor Alfredo Lim is scheduled to give words of welcome to all the mayor from all over the country, while solidarity messages will be given by Mayor Bertrand Delanoe, United States Local Government World President and Mayor Basil Stewart, the Federation of Canadian Municipalities president.

Reports on the Political Boundary Disputes LMP Quezon City Declaration and the report on the 2nd Conference of Coastal Municipalities and the report on the 2009 Island Cluster Conferences, Interconnectivity Caravan, will be presented.

This will be followed with an Audio Visual Presentation entitled Unleashing the Highest Potential of LMP. The National President's report will present and highlight the accomplishments, gains and milestones of the LMP over the last nine years of the Guico Administration.

The Guest of Honor for the Opening Ceremonies is Honorable Gilbert Teodoro, Jr., the secretary of National Defense and the chairman of the National Disaster Coordinating Council.

The launching of e-LMP Municipal Profiling System and LMP Resolutions Database is one of the highlights of the afternoon's activities. Commitment of Support will be given by Mr. Matt Navalta, Canadian Executive Service Organization Country Representative; and Honorable Jong-Moo Choi, United Nations Project Office on Governance director.

In the evening, LMP will recognize and acknowledge municipal LGU awardees of various award-giving bodies, and salute officers of the organization who have made LMP currently the most vibrant local government association in the country.

The night also belongs to the mayors who have served their municipalities for three consecutive terms. A graduation ball will be held in their honor. In recognition of their hard work, LMP will pay them tribute and showcase their innovations and best practices that brought about significant impact to their communities. The Special Guest in this activity is Honorable Ronaldo V. Puno, secretary of the Department of Interior and Local Government.

Day 2 on October 27 will feature the Break-out Sessions, the forum to present, discuss and advocate for current and emerging issues relevant to Philippine municipalities. For this General Assembly, five breakout groups have been convened and organized in partnership with some of LMP's development partners. Expected outputs of the breakout sessions are agreements, action steps and policy recommendations that would address issues and concerns of municipal LGUs.

The Strategic Agenda for Excellent and Effective Local Governance, Updates on the LMP Legislative Agenda and the Workshop Presentation and Resolution Ratification will also be tackled with Mayor Roque Tiu of Tanauan, Leyte as the Plenary Chairman.

LMP will recognize and pay tribute to members of the Senate and the House of Representatives who have been supportive of the LMP organization, and the needs of its member-municipalities. The LMP Legislative Champions who will be recognized are Senator Juan Miguel Zubiri, Senator Richard Gordon, Congressman Antonio H. Cerilles of the second district of Zamboanga del Sur, Congressman George P. Arnaiz of the second district of Negros Oriental and Congressman Eduardo Zialcita of the first district of Paranaque.

The municipal mayors would like to know the presidentiables' position on various issues affecting Philippine municipalities as they craft a mayor's agenda for the next President of the Republic of the Philippines. Who will he or she might be? Perhaps the municipal mayors and their voting constituents will have significant say on the matter.

A Mayors Agenda for the Next President of the Philippines will be tackled by Hon. Joseph Ejercito Estrada, Secretary Gilbert Teodoro, Jr., Senator Benigno Aquino III, Senator Francis Joseph Escudero, and Senator Manny Villar.

In grateful appreciation and recognition of their invaluable contribution and support to local governance and the municipalities of the Philippines through the years, LMP pays tribute to its development partners. Without their meaningful and significant contributions, the road toward awareness, self-determination, development and progress may have taken a longer route.

The International Development Partnership through the Years who will be recognized are US Embassy, Her Excellency Kristie Kenny, EC Delegation, His Excellency Alistair Macdonald, Canadian Embassy, His Excellency Robert Desjardines, German Embassy, His Excellency ChristianpLudwig Weber-Lortsch; Korean Embassy His Excellency Choi Joong-Kyung; Australian Embassy, His Excellency Rod Smith; and United Nations Development Programme, Honorable REnaud Meyer, country director.

On October 28, LMP President Guico will present to Her Excellency Gloria Macapagal Arroyo the Report of the LMP President. This will be followed by the keynote address of the President and photo opportunities. (PIA 8) [top]
