DENR XII to finish survey of final forest line in 2009

Koronadal City (30 October) -- In line with the policy of the government to ensure protection and sustainable development of forestlands, the Department of Environment and Natural Resources forest surveyors have assessed and delineated more than 2,000 kilometers of forestland boundary in Region XII.

This was bared during the assessment- workshop on the Forestland Boundary Assessment and Delineation (FLBAD) Project on October 13-15, 2009 in Koronadal City.

The said project determines the final forest line through survey with concrete markers (locally called "mojon") established on the ground. It will also assess suitable land use of the areas that will be traversed by the survey for the Congress to make the necessary legislation.

Forester Calil A. Bantuas, DENR XII RADT Coordinator, said that the assessment-workshop aims to evaluate the accomplishment reports of the seven Regional Assessment and Delineation Teams (RADT) in accordance with DENR Administrative Order (DAO) 2008-24.

The said order provides for a comprehensive procedure to facilitate the conduct of assessment and delineation of boundaries between forestlands, national parks and agricultural land.

In his message during the program, DENR Regional Executive Director Raquil Ali M. Lucman stressed the importance of unity to attain the objectives of the project.

"I call on each of the members of the teams to unite and help one another. Your task is not easy considering that you have to traverse natural and man-made barriers that may endanger your lives and limbs. Having been a forest surveyor myself, I empathize with you," Director Lucman said.

"Forestland boundary assessment and delineation is a very sensitive task considering that some markers are no longer existing on the ground resulting to encroachment of forestlands or conversion to non-forest uses such as agriculture, settlements, and built-up areas, among others. All the barangays, municipalities, cities and provinces are concerned with their areas because it is directly related to their Internal Revenue Allotments (IRA)" Dir. Lucman said.

The seven teams which were deployed in the four provinces in the region presented their respective accomplishment reports to the Regional Assessment and Delineation Committee (RADC) for evaluation and critiquing.

Moreover, Regional Technical Director for Forestry Muripaga T. Umpar exhorted the participants to share their time and cooperation in order for the program to succeed. "The result of this three-day activity lies on your hands. Let us be governed with transparency to identify issues and concerns of the project you encountered in the field," Director Umpar said.

Some 80 participants coming from the DENR Land Evaluation Party (LEP) attended the three-day activity.

It was learned that the remaining targets this year are 25 kilometers for Sultan Kudarat and 42 kilometers for (North) Cotabato. (DENR XII/PIA SarGen) [top]
