Ebdane orders DPWH personnel to maintain projects above board

By Rose B. Palacio

Davao City (29 September) -- Public Works and Highways Secretary Hermogenes E. Ebdane Jr has ordered his men to strengthen government policies, maximize technology and, most of all, maintain infrastructure projects aboveboard.

As part of President Gloria Macapagal-Arroyo's transparency agenda, Secretary Ebdane also instructed his men to ensure transparency in the bidding and awarding of project contracts and implement measures in response to the "pattern of unabated corruption allegations" against the department.

"My priority is to institute more reforms geared towards making the agency a more responsive and responsible department of the administration," he told Davao mediamen in an ambush interview during his recent inspection of infrastructure project implementation in region eleven together with ranking officials of DPWH central office headed by ASEC Rafael Yabut, Mindanao operations head; Tulay ng Pangulo executive director Engr. Enil Sudair; DPWH XI Director Dimas Soguilon; DPWH XI ARD Dahlia Nolasco; DPWH XI ARD Pundidato Mitmug, Al Haj; Davao del Sur district engineer Danny Versola; Tagum district engineer Fernando Ongkingko; DPWH regional quality control division chief Elizer Camarino, Julius Ano-os; and other district engineers in the region.

"The President told us to clean up, reform, address issues on public concern, listen to the grievances, work out issues and strengthen internal working relationships, and reach out to citizens and communities to build a public works community network for feedback and resource mobilization", he said.

DPWH has provided significant contributions to the President's socio-economic development program for Mindanao through the construction and maintenance of infrastructure facilities.

Secretary Ebdane also instructed his men at the regional office to use proper planning and maintenance in the construction so as to make all national roads and bridges passable at all times.

He likewise told Director Soguilon to closely work with the local government units and closely monitor the development of infrastructure projects and directly bring to his attention any concern that need immediate solution.

Secretary Ebdane, who also inspected the President's Bridge Program said massive bridge building program in Mindanao continues to cover more grounds, linking isolated communities in the island-region to the country's infrastructure system. (PIA-XI) [top]
