Oras town champions in birth registration project

Borongan, Eastern Samar (28 November) -- The municipality of Oras takes pride in having been able to pass and approve an ordinance providing for free birth registration of their new borns.
The first ever in Eastern Samar province, the Office of the Sangguniang Bayan of Oras, approved on May 12, 2006 Municipal Ordinance No. 2, S. of 2006 "declaring the registration of births free of charge and thereby eliminating the processing fee on birth registration as provided under section 1 (a) of article II of Ordinance no. 95-010, Series of l995.
In a radio interview with NSO Information Officer, Leonard Ranola hopes that parents will now register their children promptly since the problem specifically on finances have now been addressed by the LGU officials. Their rounds to the far flung barangays revealed that parents with unregistered five children or so have one common problem and it is the money thing, he said. Now that processing charges have been eliminated, parents have no more reason to tarry in providing their children the number one basic right, that is, to have a name and a nationality.
It was gathered that NSO together with PLAN Philippines were likewise instrumental in pushing for the Ordinance. As mandated, the statistics office oversee the registration of children and other population statistics in order for government to effect the corresponding basic services. However, the task have faced several constraints on the part of the parents until the Oras ordinance in particular.
Ranola added that his Office is hopeful that other Sangguniang Bayan follow suit. He himself has called upon the other Local Government Units, live on air over Radyo ng Bayan DYES to replicate what Oras SB have done. He stressed that SBs need not worry as to reduced income from registrations because same will still be done as people ask for certified copies of their Birth Certificates from the Local Civil Registrar's Office which is no longer free of charge.
