The instruction was in consonance with the President's agenda to safeguard lives and properties especially during classes and have infrastructure facilities conducive to learning conditions.
Secretary Bonoan also instructed his men to enforce strictly project implementation and be able to complete it as scheduled.
The government will likewise enforce existing rules and regulations in terminating or rescinding civil works contracts if contractors failed to complete the project in accordance with the approved plans, specifications and schedule.
"We could not make the people wait too long especially those who are directly affected in the construction of roads and bridges," Bonoan pointed out.
According to the DPWH Secretary, contractors who have valid reasons for the delays of project implementation, they should exert more efforts to catch up with whatever delays they incurred.
Contractors who suffered delays in project implementation, he said should submit their "catch up program" and entered into a compromise agreement to strictly adhere to the approved catch-up schedules.
