Procurement activities, regulated under RA 9184 - DBM

By Rose Palacio

Davao City (7 June) -- All procurement of the national government, its departments, bureaus, offices, and agencies, including state universities and colleges, government-owned and or controlled corporations, government financial institutions and local government units are governed by the principles under Republic Act no. 9184.

Department of Budget and Management (DBM) Region XI Director Achilles Gerald Bravo, quoted Article I, Section 3 of the law entitled Governing Principles on Government Procurement.

Otherwise known as the Government Procurement Reform Act, the scope and application of R.A. 9184 covers procurement of infrastructure projects, goods and consulting services, regardless of source of funds, whether local or foreign by all branches and instrumentalities of government, its departments, offices and agencies, including government-owned or controlled corporations and local government units.

The DBM Region XI office has already established a supply depot in consonance with the same law that was approved and is now in operation.

The DBM depot in Matina is already operational with common use supplies like writing instruments, paper products, office devices, common electrical supplies and accessories (batteries, bulbs, ballasts, fuses, starters, fluorescent tubes, electrical tapes) and janitorial supplies.

The imposition of the Government Procurement Reform Act or GPRA is part of the declared policy of the state to promote the ideals of good governance as one of the priority programs of President Gloria Macapagal-Arroyo, Director Bravo said. (PIA XI) [top]
