DBM to issue guidelines for gov't workers' wage hike
Tacloban City (June 15) -- Before Executive Order No. 611, Authorizing Compensation Adjustments to Government Personnel, can become executory, the Department of Budget and Management (DBM) shall prepare and issue the necessary rules and regulations to implement it.
DBM Regional Office 8 Assistant Regional Director Edmund Talle said that to date, no implementing rules and regulations have been issued by the Department of Budget and Management Secretary.
ARD Talle, however, assured the government workers that the Implementing rules and guidelines will be issued by the DBM Central Office before July 1.
President Gloria Macapagal Arroyo signed E0 611, directing the Department of Budget and Management to implement a ten percent increase over the basic monthly salaries of civilian government personnel, effective July 1.
The ten percent salary increase authorized herein shall cover civilian officials and employees of National Government Agencies including State Universities and Colleges, Government Owned and Controlled Corporations, Government Financial Institutions and Local Government Units, which are covered by the Compensation and Position Classification System under R.A. No. 6758, as amended.
The same Executive Order granted a Thirty Pesos per day increase, effective July 1, 2007, in the subsistence allowance and One Hundred Twenty Pesos per month increase in the hazard pay of military personnel of the Armed Forces of the Philippines and all uniformed personnel under the Department of the Interior and Local Government, Philippine Coast Guard and National Mapping and Resource Information Authority.
For the Local Government Units, the amount necessary to implement the compensation adjustments authorized by EO 611, shall come from their respective local funds, which means that the increase will depend on the availability of fund.
Local Government Units which do not have adequate or sufficient fund to pay the compensation adjustments, shall only partially implement the adjusted rates, provided that any partial implementation shall be a uniform increase for all positions. (PIA 8) [top]
