National disaster consciousness month opens with a bang

Davao City (4 July) -- The Regional Disaster Coordinating Council XI together with the Davao City Disaster Coordinating Council jointly spearheaded the celebration of the National Disaster Consciousness Month with this year's theme: SAFE KA BA? "Programa Laban Sa Kalamidad Tungo Sa Pag-unlad", last July 2, 2007.

The celebration started with a motorcade from Dacudao Avenue passing through the major thoroughfares of the city and ended at Rizal Park for the opening program. It was participated in by the different RDCC XI and DCDCC member-agencies such as the: PNP11, DOH XI, DTI XI, OCD XI, DILG XI, BFAR XI, TOG XI-PAF, DPWH XI, NFEM, ATO XI, PHIVOLCS, PCG-SEM, LTFRB XI, DENR XI, 1106 (METRO DAVAO) Community Defense Center, 11RCOG-ARESCOM, AFRESCOM (India Company),NIA XI, MEDCo, Central 911, FVFF, DVFF, Bangoy Fire Station, Kabalikat Civicom, EAGLES, Brgy Ma-a, Brgy 2-A, ADVO and other NGOs and volunteer response groups.

City Administrator Atty. Wendell Avisado, who represented Davao City Mayor Rodrigo Duterte stressed that, "Teamwork is the key to success in all that we do in emergency management activities.

The city of Davao, he said had invested much both on structural and non-structural measures and continued to equip Central 911 to ensure the safety of the people of Davaocity.

RDCC XI Chairman, P/CSupt Andres G. Caro II on the other hand, emphasized the 4Ps; which are Predict, Prevent, Protect and Perform.

" We should be able to predict disasters/incidents that might come our way so that we can prepare for its occurrence and protect our people from its damaging effects and perform activities to save lives and properties" he stressed.

"We should always be prepared and ready for any eventualities. If the Boy Scouts has the motto of, "Be Prepared", the RDCC XI and the lower DCCs is, "Always Prepared".he added.

By virtue of Executive Order No. 137 dated August 10, 1999, the month of July has been declared National Disaster Consciousness Month purposely to heighten the awareness of the people on disaster management and safety, and strengthen the capability LGUs in responding to any eventualities that may come their way.

This year's NDCM celebration will be highlighted by the various activities: Kapihan sa PIA XI, disaster preparedness symposia in schools, disaster preparedness school on air over DXRP Radyo Ng Bayan, disaster management seminar for local tri-media in Davao City, brigade kontra baha/linis bayan, tree planting at Brgy Eden, Davao City, Tsunami Drill at Talicud Island, IGACOS and the Nationwide Simultaneous Earthquake Drill on July 27, 2007 at 9:00AM with the Davao Medical School Foundation as the Pilot area.

The month long celebration will culminate on July 30, 2007 during the Gawad Kalasag Awarding Ceremonies where the RDCC XI will recognize the outstanding achievements of the lower DCCs in implementing disaster risk management programs and projects and the valuable support/contributions of private and volunteer organizations, individuals and government emergency responders as major stakeholders and partners.
