NAPC urges Eastern Visayas LGUs to implement CBMS

Tacloban City (1 September) -- The National Anti-Poverty Commission (NAPC) Assistant Secretary Dolores de Quiros Castillo encourages Local Government Units (LGUs) in Eastern Visayas to implement the Community Based Monitoring System (CBMS) inorder to assess the state of life of its constituents.

In an interview with PIA-8, ASEC Castillo emphasized the importance of the CBMS in addressing poverty reduction and hunger incidence in a certain areas, through the CBMS she added poverty issues can easily be attended to.

She even cited the adaptation of CBMS in Bohol which desegregate households and are now reaping various programs from other agencies and getting funds from international sectors to help them alleviate their poverty problems in their place. A ready data can easily back up a certain place when asking for the source of funds for their projects, she added.

According to ASEC Castillo, it is only through the effort of this administration headed by PGMA that hunger incidence has decreases by 14% compared to 2003 data which reaches up to 34%. The decrease, according to her, can be attributed to the various programs and projects which was implemented during the Arroyo administration. The President is pushing all local government units to be compliant into their devolve functions to comply and be more innovative in translating it into concrete programs.

Respective Local Government Units has its primary responsibilities in implementing its Community Based Monitoring System, she further said. It likewise addresses hunger mitigation programs in priority provinces.

The National Anti-Poverty Commission is mandated by law to monitor government anti poverty thrust and programs and oversees the various programs and projects being implemented by the different agencies assigned to.

NAPC even plans to put up sattelite offices in different provinces in the country but due to budgetary constraint they leave it to the National Agencies in implementing various programs and projects. (PIA-8) [top]
