KALAHI-CIDSS gains acceptance

Davao City (6 September) -- The Kapit-Bisig Laban sa Kahirapan Comprehensive Delivery of Social Services (KALAHI-CIDSS) has gained acceptance in target communities due to its built-in process of implementation which puts high regard on people's participation.

Helping the poor through the Kapit-Bisig Laban sa Kahirapan Comprehensive Delivery of Social Services (KALAHI-CIDSS) is the administration's sysgem in helping the poor, said Department of Social Welfare and Development (DSWD) Assistant Secretary Ruel Lucentales.

KALAHI-CIDSS national deputy project director Raul Lucentales called on local government executives to allocate more funds and adopt KALAHI-CIDSS as a way of delivering basic services to the people.

In traditional ways, politicians usually tend to monopolize identification of projects "but what we are saying here is that let's hear it from the people," Lucentales explained.

"The way we do it in KALAHI-CIDSS, is that people has the informed choice," he added.

Lucentales urged local government executives to adopt and channel substantial funds for the delivery of basic need through the KALAHI-CIDSS program which has been noted as fast-leading among the many official development assistance projects.

Lucentales who was former regional director of DSWD in Davao region said utilizing the money and bringing it down to the community is one of the objective of government, he explained.

"What we are trying to pursue is to continue providing opportunities for people's participation in the identification, development, implementation, operation and maintenance of projects," he said.

In Southern Mindanao, the program is covering the municipalities of Sto. Tomas and Talaingod in Davao del Norte; Tarragona in Davao Oriental; and Laak, Compostela Valley and in other parts of the region.

KALAHI-CIDSS is one of the many successful programs of the Arroyo Administration lined up under the President's Poverty Alleviation. (PIA) [top]
