Consumer welfare pursued by Consumernet 3

San Fernando, Pampanga (18 September) -- Various member-agencies of the Consumer Network in Region 3 met recently and reported on the status of their projects relative to consumer welfare.

This was learned from the Department of Trade and Industry (DTI) which chairs the Consumernet 3 technical working group. Enrique Tacbad of DTI reported that their office received and acted upon 319 consumer complaints, all within 48 hours from being filed. Out of these, Tacbad said, 311 cases were resolved making a resolution rate of 97.49%.

Moreover, 206 formal charges for violation of Trade and Industry laws were resolved for 100% resolution. Companies guilty of violations were penalized amounting to a total of Php562,000.00.

Tacbad also said that the DTI maintained 264 Consumer Welfare Desks in the region which were able to receive and resolve 7,118 consumer complaints. "Nature of the complaints included defective agricultural products, non-issuance of official receipt, text scam, pawnshop malpractice, false advertisement, adulteration and food poisoning," Tacbad explained.

Daisy Morales of the National Meat Inspection Service (NMIS) reported that the condemned hot meat weighing 76.72 tons intercepted by the Bureau of Customs Port of Clark has been disposed of at Metro Clark Waste Management Corporation Sanitary Landfill early this year.

Aside from the NMIS, the disposal activity, according to Morales, was witnessed by representatives of such agencies as the Bureau of Animal Industry (BAI), Environmental Management Bureau (EMB), Department of Health (DOH), Commission on Audit (COA), Bureau of Customs (BoC), the Clark Development Corporation (CDC), the local government units and members of media led by the Philippine Daily Inquirer.

Celia Castro of the Department of Environment and Natural Resources (DENR) reported on the issues and concerns affecting their agency's stakeholders or consumers and the corresponding actions necessary to address same. These include the renewal of lumber dealer permits on time, execution of a lumber supply agreement of parties concerned prior to issuance of certificate of lumber origin from DENR.

Antonio Cruz of the Fertilizer and Pesticide Authority (FPA) disclosed that for the last quarter of 2006, there were 32 establishments found to be selling unlicensed fertilizer and pesticide in the provinces of Aurora -29, Pampanga -2 and Bulacan -1. Cruz said they had sent notices to the owners/proprietors of said establishments for them to attend the agency's training on the licensing requirements of their products.

Alejandra de Jesus of the Technical Education and Skills Development Authority (TESDA) said that they are in the process of prioritizing and fast tracking processing of applicants for accreditation of their Refrigeration and Air Conditioning (RAC) and Mobile Air Conditioning (MAC). This, de Jesus explained, was in connection with the agreement between TESDA, DTI and EMB relative to the National CFC Phase Out Plan of the Philippines.

The Philippine National Police (PNP) representative reported on the problem posed by the fact that the Angeles City Fire Department does not honor fire extinguishers bought from a certain fire extinguisher manufacturer.

DTI's Tacbad clarified that the complaint on the standards of said fire extinguishers was being investigated by the DTI provincial office in Pampanga and that the PNP and Consumernet 3 shall be informed of its resolution soon.

The Philippine Information Agency (PIA) representative assured the group that it continues to provide information support to consumer welfare issues and promote consumer welfare through its networking with print and broadcast outlets in the region.
