It's tears of joy for Davao Norte capitol employees

Tagum City, Davao del Norte (16 July) -- They shall shed tears of joy and not of sorrow.
Capitol employees heaved a sigh of relief after Provincial Administrator Rufo Peligro assured them no one will be laid off when the provincial government moves to implement the total reorganization this month.
Governor Rodolfo Del Rosario is reengineering the provincial government to streamline and rightsize its bureaucracy in order to make it more efficient, effective and responsive. This is in pursuit of the e-governance thrust of the RDR WHEELS and the increasing demand of the people for effective and excellent public service.
Peligro made the assurance as he strongly reacted to the claim of a certain Provincial Board Member, who said that the Capitol Building will be metaphorically inundated with the tears of provincial employees that will be terminated once the reorganization is carried out.
The said story was run by a local tabloid last Tuesday.
In a subsequent interview with the Periodico News Network, PA Peligro debunked the statement of the said Board Member, who asked for anonymity.
"Dili matuod nga magbaha sa luha sa kaguol. Magbaha hinuon sa kalipay ang mga kawani (That is not true. The Capitol will be flooded with tears of joy and not with sorrow)," he countered, as quotedin the paper.
The alter ego of Governor Rodolfo Del Rosario assured nobody would be terminated, except for some compelling reasons subject to the guidelines prescribed by the Civil Service Commission.
Peligro explained it is not the governor's policy to lay off employees. He even recalled nobody was terminated when Del Rosario assumed the leadership of the province, save for those who resigned or those who occupied co-terminus positions.
Governor Del Rosario created the Provincial Reorganization and Placement Committees following the Sangguniang Panlalawigan's approval of SP Resolution No. 192-2008, authorizing the governor to reorganize the provincial government.
In his Memorandum Order No. 039, dated May 6, 2008, Peligro directed the PG department heads to take into consideration the elements of simplicity, efficiency, economy and responsiveness of job positions in creating the proposed new structures of every office. (PGO-ID/PIA XI) [top]
