R-XI launches PWDs ID cards

Davao City (18 July) -- The Davao Region has launched the registration for the issuance of identification cards to persons with disabilities (PWDs) in time for the 30th celebration of the National Disability Prevention Month.

The launching was held also in time for the 13th Kakayahan Fair held at the SM City Davao Entertainment Area from July 18 to 20, 2008.

Liza Degorio, PWD coordinator of the Department of Social Welfare and Development XI (DSWD) in an interview said the identification cards will be issued to any bonafide PWD with permanent disabilities either psychosocial, chronic illness, learning, mental, visual, orthopedic, speech and hearing conditions.

She said this includes persons suffering from disabling diseases resulting to the person's limitations to day-to-day activities as normally as possible such as but not limited to those undergoing dialysis, heart disorders, severe cancer cases and such other similar cases resulting to temporary or permanent disability.

Degorio said the IDs will be issued both to children and adult with disabilities.

As indicated in the implementing rules and regulations, the PWD shall be entitled to discounts of at least 20 percent from all establishments relative to the utilization of all services in hotels and similar lodging establishments, restaurants and recreation centers for the exclusive use and enjoyment of persons with disability.

The PWD is also entitled to 20 percent discounts for purchase of medicine, medical and dental services in government facilities and private facilities.

A similar 20 percent discount will be applied to admission in theaters, cinema houses and concert halls and other related establishments.

The PWD can also claim discount in Air and Transport services of 20 percent even as the land transportation privileges of 20 percent discount had already been implemented and they will also be entitled to educational privileges.

The law also provides tax incentives for benefactors where persons caring for and living with a PWD shall be granted incentives in accordance with the provisions of the National Internal Revenue Code. (PIA) [top]
