Malacaņang endorses 27 new appointees to bicameral CA

Manila (4 August) -- Malacaņang has endorsed for confirmation by the bicameral Commission on Appointments (CA) a new batch of 27 key officials, Cebu Rep. Eduardo Gullas, head of the House contingent to the CA.

Gullas said the CA has received the appointment papers of Press Secretary Jesus Dureza and elections commissioners Leonardo Leonida and Lucenito Tagle.

He also said the CA has received the reappointment papers of Environment Secretary Jose Atienza Jr., Energy Secretary Angelo Reyes and elections commissioner Moslemen Macarambon.

The CA did not act upon the previous appointments of Atienza, Reyes and Macarambon in the first regular session of the current Congress.

The CA has likewise received the appointment or nomination papers of a total of 15 new ambassadors, chiefs of mission, career ministers and foreign service officers. They are led by former Senator Orlando Mercado, the new ambassador-designate to China, with concurrent jurisdiction over North Korea and Mongolia, according to Gullas.

"We now also have the papers of six new senior military officers," Gullas said.

He identified them as Major-Generals Rolando Capacia, Nathaniel Legaspi and Hernanie Perez and Rear Admirals Danilo Cortez, Ramon Punzalan and Josefino Solidum.

As of Aug. 1, the appointment papers of former Senator Ralph Recto, the new socio-economic planning secretary and concurrent director-general of the National Economic Development Authority, and Labor Secretary Marianito Roque, had not been submitted to the CA, Gullas said.

Meanwhile, in a plenary action last week, the House officially elected Gullas as head of the 12-member House contingent to the CA.

Gullas filled the post vacated by Davao City Rep. Prospero Nograles when he was elected Speaker in February.

From February until his election last week, Gullas served in an acting capacity as head of the House contingent to the 25-member CA, where 13 senators also sit.

Thus far, the CA of the 14th Congress has dutifully screened and confirmed a total of 332 appointees.

In a report to Nograles, Gullas said those already confirmed by the CA include 10 Cabinet members, two chairmen of constitutional commissions, and a member of the Judicial and Bar Council.

Also confirmed by the CA were 15 ambassadors, 15 chiefs of mission, 19 career ministers and 14 foreign service officers, or a total of 63 officials at the Department of Foreign Affairs.

At the Department of National Defense, Gullas said the CA confirmed one general, six lieutenant generals, 14 major generals, two rear admirals, 35 brigadier generals, 10 commodores, 160 colonels and 28 naval captains, or a total of 256 senior officers. (PNA) [top]
