Power firm helps Davao construct 2 school buildings

Davao City (14 August) -- The Aboitiz-owned electric utility Davao Light & Power Co., and the local government of Davao City under Mayor Rodrigo R. Duterte, will jointly finance construction of two new 3-classroom school buildings for a public secondary school in the city's first district, and another high school in the third.

The buildings will cost roughly P1.8 million each for a total of P3.6 million. The city provides the counterpart fund of P650 thousand, while Davao Light and its social development arm, the Aboitiz Foundation, Inc. (AFI) foot the P2.950 million. Earlier, the Sangguniang Panlungsod approved Supplemental Budget No.1 that includes the amount for the city's share in the project cost. It also approved a resolution authorizing the mayor to enter into an agreement with Davao Light for the school building projects.

The new partnership between Davao Light and the City Government is formalized with the signing of the Memorandum of Agreement that will govern the project implementation, Thursday, August 7, 2008, at the conference room of City Hall. Signatories to the agreement are Mayor Duterte and new Davao Light President Jaime Jose Y. Aboitiz. With the MOA signed, construction is slated to start in a week's time or two. The company takes charge of the construction of the two new buildings.

Recipients of the new school infrastructure projects are Talandang High School in Tugbok District, and the Davao City Special School in Bangkal, Talomo District.

Talandang High School is an extension campus of Biao National High School with only two classrooms that it can call its own. Its classes from first year to fourth year levels have been squatting in classrooms that belong to the elementary, and in the barangay covered court. However, the number of students enrolling in the school is continuously increasing each year since it is the nearest public high school in the barangay that consists of several far-flung sitios. As of the present school year it has over two hundred students.

On the other hand, SPED in Bangkal, while having a number of presentable buildings, has classroom facilities that are not enough for its ever growing student population. Being a premiere public elementary and secondary school in the city, it has been receiving a number of transferees from private schools that have imposed high tuition rate increases.

In choosing the two new classroom recipients Davao Light took into consideration the schools' enrollment, the student-classroom ratio, the plan of the Department of Education-Local Schools Division with regards to infrastructure support, and availability of partner/s especially in raising the budget to implement the project.

After Davao Light validated the two schools need for new buildings the company submitted proposals to its social development arm, the Aboitiz Foundation, Inc., for funding. As a matter of policy, however, the corporate foundation requires community equity, or where it is not feasible, to have partner organizations to help raise the full amount.

After a thorough evaluation of the schools' resources as well as that of its immediate community, it was determined that only the city government is in a better position to provide the P650 thousand equity. (DLPC) [top]
