Davao Norte is region's best ECCD implementer

by Noel Baguio

Davao City (21 August) -- True to its commitment as a child-friendly province, the Province of Davao del Norte was touted as the best implementer of the government's early childhood care and development program in the Davao region.

DSWD-XI Information Officer Degs Duron confirmed Davao del Norte has been making ripples in carrying out the ECCD program.

"We are happy to inform the people of Davao del Norte that your province is attaining much and in fact leading the implementation of the ECCD program in the region," Duron said.

She cited the commitment and support of the local government units as critical to the success of the program.

"We are inspired to work more because of the all-out support of the municipalities in implementing the program," she beamed.

Davao del Norte was among the few LGUs in the region which stayed ahead in completing, adopting and implementing the local code on children, as well as the local development and investment plans on children.

The present executive-legislative agenda of the province have also been working for the sustainable implementation of the Children Welfare Code and ECCD law.

Gov. Rodolfo Del Rosario has included the ECCD program under his priority thrusts, especially the RDR WHEELS agenda, recognizing its importance in ensuring a well-balance and healthy citizenry.

"How the child develops in the early years sets the stage for later success in school and the character of adolescence and adulthood," he said.

Regional ECCD Coordinator Sheila Cabal Lim bared the first and second implementation cycle has been completed with total funds disbursed amounting to P14 million coming from the National Council for the Welfare of Children (NCWC) and P5 million as counterpart of the Province.

"For the third cycle, we are still waiting for the NCWC to download the amount of P5 million," she said, adding the project, which started in 2006, is slated to end next year.

Cabal enumerated the components of the ECCD program, which include building and rehabilitation of day care centers, barangay health stations, provision of equipment for DCCs and BHS, provision of medicines and other drug essentials for the children, vitamin A supplementation, supplemental feeding, livelihood programs for parents of children in DCCs and recipients of supplemental feedings, among others.

Cabal said the DSWD-XI is also drumming up support for the Search for Local Junior Ambassador Bright Child, which seeks to promote advocacy for healthy children through basic health, nutrition, psychosocial, education and social protection services.

The province of Davao del Norte, which will be submitting four entries (three from the cities and one from among the municipalities) will be conducting a provincial search on August 20, 2008 at the Molave Hotel, Tagum City. The regional search for the Bright Child is scheduled this coming October. (PGO-ID) [top]
