DOLE 8 distributes P1.4-M assistance to Region 8 LGUs

Tacloban City (November 30) -- The Department of Labor and Employment presented checks amounting to about P1.4 Million to various local government units in Eastern Visayas on Friday, November 28, at the DOLE Regional Office 8.

The checks forms the 60 percent counterpart of DOLE for the emergency employment for municipalities affected by typhoon Frank in June.

Mayor Luzon of San Jose, Northern Samar received P347,365 while the local government of Lope de Vega received P220,766.

Mayor Analiza Kwan of Guiuan, Eastern Samar, received a check in the amount of 300,000 while the local government of Balangiga, Eastern Samar received P200,000.

Furthermore, for the province of Leyte, the municipality of Bato received P300,000.

Director Puguon said that DOLE has adopted as its unifying program theme the promotion of Employment through four major strategies which include Support for Employment Generation (Promotion of Employment and Manpower Development); Employment Facilitation (Promotion of Employment & Manpower Development); Employment Preservation (Maintenance of Industrial Peace); and Employment Enhancement (Workers Protection and Welfare).

While the DOLE recognizes that the private sector is the primary engine of economic growth and that other government agencies that promote development through investments and infrastructure are the more significant employment generators, the DOLE still contributes in this area by providing bridging or transition opportunities, especially to the vulnerable sectors, to help them graduate into more productive, remunerative, secured or more formal employment or livelihood.

Under the promotion of employment are key projects which include Employment Policy Review, Development and Advocacy; Employment Planning; Kasanayan at Hanapbuhay; Special Program for Employment of Students; Work Appreciation Program; Tulong Alalay sa Taong May Kapansanan; Emergency Employment for OSY/OWY; Poverty-Free Zones (Aksyon ng Sambayanan Laban sa Kahirapan); Promotion of Rural Employment Through Self-employment and Entrepreneurship Development; Self-Reliant Organizations for CARP; Prevention of Job Loss and Assistance to Displaced Workers.

Under the employment facilitation strategy, DOLE provides employment facilitation and regulation services for local and overseas employment. The key projects are Public Employment Service Office (PESO); Labor Market Information System (LMIS)-Phil-JOBNET and Overseas Employment.

For employment preservation, DOLE supports the promotion of industrial peace through education, expeditious and fair resolution of labor disputes, enhancement of labor-management cooperation and promotion of tripartism in policy and decision making in order to preserve jobs and enhance the quality of employment in the country.

Finally, through employment enhancement, DOLE will provide greater access to human resource development program and protective and welfare services to safeguard workers, both in-country and overseas, particularly the most vulnerable groups, from hazardous and unhealthy working conditions.

DOLE will be able to achieve this goal through the conscientious implementation of our labor inspectorate function, the furtherance of our development programs and our contract verification and worker assistance functions for OFWs. (PIA 8) [top]
