San Jose mayor off to Thailand for int'l confab for PWDs

San Jose, Antique (28 February) -- Mayor Rony Molina of San Jose de Buenavista recently left for Bangkok, Thailand as the country's representative from the local government unit to the 1st Asia Pacific Community Based Rehabilitation (CBR) Congress for Persons with Disabilities (PWD).

Being the first municipality in the country to implement the CBR, Mayor Molina shared the best practices in CBR implementation in a Congress organized by Asia-Pacific Development Center on Disability of the National Office for Empowerment of Persons with disabilities, Ministry of Social Development and Human Security in Thailand in collaboration with the World Health Organization and the United Nations Economic and Social Commission for Asia and the Pacific.

Molina disclosed his strategy as a neophyte Mayor in implementing the CBR program in collaboration with various agencies and non-government organizations. CBR program, he said has help persons with disabilities and their families cope with the realities and have changed their perspective towards a better outlook in life.

"My administration has to focus in transforming the image of persons with disabilities into a positive perspective wherein change of attitude and behavior is very essential and inculcating into themselves equal rights and opportunities, socially, mentally and economically in a society", he said.

Mayor Molina has issued Executive Order No. 29 series of 2008 adopting the CBR program and allocating funds thereto to sustain its activities in support to Executive Order No. 437 Encouraging the Implementation of community Based Rehabilitation for Perons with Disabilities in the Philippines.

1st Asia Pacific Community Based Rehabilitation (CBR) Congress for Persons with Disabilities (PWD) has given the opportunity to CBR implementers, policy makers and organizations of persons with disabilities from all over Asia and the Pacific region to share experiences, to form a network and be updated with trends in CBR within the context of the Asia and Pacific Decade of Disabled Persons (2003-2012) and the Convention on the Rights of Persons with Disabilities.
