CSC XI conducts orientations on Anti-Red Tape Act
Davao City (28 February) -- Republic Act No. 9485, "An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing Graft and Corruption, And Providing Penalties Therefor" or otherwise known as the ANTI RED TAPE ACT OF 2007 was signed into law by President Gloria Macapagal-Arroyo on June 2, 2007.
Pursuant to Section 16 of the said act, the CSC in coordination with the Development Academy of the Philippines (DAP), the Office of the Ombudsman (OMB) and the Presidential Anti-Graft Commission (PAGC), shall promulgate the Implementing Rules and Regulations (IRR) of the said Act. Through CSC Resolution No. 081471 dated July 24, 2008, the IRR took effect on September 5, 2008.
Under RA 9485, each office or agency is mandated to determine which processes or transactions constitute frontline service; undertake reengineering of transaction systems and procedures and set up service standards to be known as the Citizen's Charter to be presented on an information billboard which shall be posted at the main entrance of the office. The Citizens Charter shall detail:
1. The procedure to obtain a particular service; 2. The person/s responsible for each step; 3. The maximum time to conclude the process; 4. The document/s to be presented by the customer, if necessary; 5. The amount of fees, if necessary; 6. The procedure for filing complaints.
To ensure the effective implementation of the new law, the CSC Regional Office XI (CSCRO), headed by Director ANNABELLE B. ROSELL, in coordination with its CSC Field Offices conducted orientations on the IRR of the RA 9485 in the different LGUs and public schools in the provinces of Davao Oriental, Davao Del Sur, COMVAL and Davao Del Norte. In Davao City, the same orientation is conducted in the different National Government Offices, GOCCs' and SUCs in the city.
To help/assist agencies in the crafting of their respective Citizen's Charter a Seminar-Workshop is scheduled in the whole Month of March 2009. Participants to the said Seminar-workshop shall be members composing the Citizens Charter Task Force of each agency/office who were designated by their respective offices to prepare/craft their Citizen's Charter. Agencies are required under the law to come up with their final Citizen's Charter within one year from the effectivity of the IRR or until September 5, 2009.
